Clear Lake man arrested for felony sex trafficking in Minnesota while on appeal for running down bicyclist

CLEAR LAKE – A Clear Lake man who was accused of intentionally running down a bicyclist – and then quickly released from prison on appeal in that case – was arrested recently in Minnesota for felony sex trafficking of a child and wanted to pay for the deed with meth as he arrived in his mom’s pickup truck.

According to court records, on or about September 30, 2017, in Blue Earth county, 37-year-old Nicholas Dustin Horst of Clear Lake, Iowa did hire or agree to hire an individual at least 16 but less than 18 years of age to engage in sexual penetration or sexual contact; this is a felony offense.

In a statement of probable cause filed in the court, on September 30, 2017 approximately 6:02 PM local law enforcement conducted a prostitution sting in the City of Madison Lake in Blue Earth County. Investigators attempted to detect and arrest persons willing to perform sex acts with a 17-year-old female in exchange for money or goods. An ad was placed on a website by Mankato Department of Public Safety Detective Tom Rother.

On September 30, 2017 the phone number attached to the ad was contacted by Nicholas Dustin Horst. Horst agreed to provide some ‘glass’ in exchange for sexual activities with a person under the age of 18 years old. ‘Glass’ is a common term for crystal methamphetamine. Acting in an undercover capacity Detective Tim Wendler from the Blue Earth County Sheriff’s office communicated with Horst. Detective Wendler advised Horst that the person that he was to meet up with was not yet 18 years old. Horst showed up at the predetermined meeting location and made contact with the undercover and entered the predetermined meeting location at which point he was arrested without incident.

Detective Wendler read Horst the Miranda warning and Horst agreed to speak without an attorney present. Horst stated he responded to an ad that he saw on the Internet. Horst admitted having correspondence with the undercover (Detective Wendler) about meeting up. Horst stated he believed the female was younger than 19 years old. Horst admitted that he agreed to exchange ‘glass’ for sexual favors as well as agreeing to bring some food. Horst had graphic, sexually explicit talk with Detective Wendler about ejaculating inside of the female then sucking it out of her with his mouth. Horst arrived in his mother’s pickup truck. Horst stated that he thought he may have agreed to work on them during sexual acts. He faces a January 18 hearing in this case.

Horst was transported to an Iowa prison by the Cerro Gordo county sheriff’s office on June 28, 2017 after a plea deal connected to him striking a bicyclist while high on drugs. Horst was the driver of a 2016 Hyundai Veloster that struck a bicyclist in Clear Lake in the 2200 block of Main Avenue on September 27, 2016. Horst is alleged to have driven his car under the influence of drugs, intentionally striking the bicyclist causing serious injury. After a guilty plea to just serious injury by vehicle, Horst was sentenced to spend up to 5 years in a state prison and was sent to serve his sentence. However, records show he lodged an appeal in July, posted a cash bond, and was then set free.

Horst was arrested in Mason City late last week near Connecticut Avenue and 9th Street NE on charges of possession of meth, driving while revoked and no registration. A passenger, Courtney Ann Hemmen of Mason City, also faces drug charges in that traffic stop. Both Horst and Hemmen were quickly released from jail and remain free at this time.
