Floyd County Board of Supervisors Meeting
December 20, 2024, 9:00 a.m.
The Floyd County Board of Supervisors Mark Kuhn, Supv Dennis Keifer, and Supv Boyd Campbell met in the Board Room at the Cerro Gordo County Courthouse with Cerro Gordo Couty Board of Supervisors Lori Ginapp, Chris Watts, and Casey Callanan.
The purpose of the meeting was to discuss consideration of a sharing arrangement with Cerro Gordo County Engineer Brandon Billings due to Floyd County Engineer Jacob Page’s resignation effective January 10. Billings commented during his visit to the Cedar Valley Transportation Center in Charles City that he liked what he saw, provided information on the comparable miles of roads in the two counties, Cerro Gordo County having more bridges, his experience as Cherokee County Engineer, his involvement in preparation of required reports, comparable administrative staff in the two counties, and typical shared arrangements having one county functioning as the host county for payroll and benefit purposes and the other county reimbursing the host county at the agreed shared rate. Salary comparisons of other counties who share professional engineers were reviewed.
Cerro Gordo’s concerns of sharing were in regard to the ability to respond to the public, especially if there were events occurring at the same time in both counties, details of arrangements, and interest in a 6-month option before considering a longer term. Watts mentioned Cerro Gordo explored sharing an engineer several years ago which at that time Floyd County was sharing an engineer with Chickasaw County. Kuhn mentioned Floyd County had decades of a successful shared engineer with Chickasaw County, was seeking a long-term arrangement and referenced all counties being faced with economic constraints and HF78 property tax reform. Campbell questioned whether there would be a loss in efficiency with the money being saved with sharing services.
Consensus of the group was to have liaisons for each county further discuss a potential arrangement and report options to the two boards for consideration before January 10.
Keifer/Campbell moved to adjourn. Motion carried 3-0.
