DES MOINES – The failing Iowa child protection services (CPS) agency is under attack, with a lawmaker intruding a bill this week to abolish the error-riddling, corrupt agency.
Representative Jeff Shipley introduced a bill to abolish CPS and create a standalone agency. This bill would create a new Department of Family Stabilization and Preservation.
The purpose of this proposed change is to amend Iowa Code 232 and 600 which would remove inherent conflicts of interest in government operations, government services contracts, support family stability, improve child safety, and preserve families. Furthermore, this bill would establish consistent and statewide practices that promote and ensure effective and efficient policies and procedures to address issues associated with an intervention of any governmental agency into the private and constitutionally protected institution of the natural family.
The overall goal of this bill is to establish oversight, accountability, and transparency. This legislation seeks to return criminal and quasi-criminal investigations over to the proper law enforcement agency and return the agency to its original purpose, service, thus eliminating the inherent conflict of interest that has been created with the current system. It also seeks to provide guidance and enforcement of existing laws to ensure fair and equitable procedures, including a respect for the constitutional rights of procedural due process and family liberty, when engaging families and honesty and integrity to the processes of applying for and receiving federal funds. Lastly, this bill seeks to address the areas of concern of the last Title IV B,D, and E review requiring the state to implement a plan to address concerns not only from the federal government, but the same concerns highlighted in the most recent independent report from the Child Welfare Group.
“The establishment of the Department of Family Stabilization and Preservation signals that the state of Iowa is ready to heal and prevent harm caused by an outdated agency that has not only been traumatizing the people of this great state but also wasting the taxpayers’ resources,” said Families United Action Network Executive Director ToyA Johnson.
“This bill is needed to maintain the safety of Iowa’s most vulnerable children and protect against the failing DHS system,” said Representative Jeff Shipley.

I was a RN for 16 years, several of those spent as a pediatric case manager. I have my master’s degree in nursing education, and I helped develop the training material for LPNs and RNs at a home health agency in central Iowa. The case worker t hat I was subjected to had no children of her own and has been working with Iowa DHS for decades!! I am far more qualified to do her job that she is, yet she thought so highly of herself as to denigrate me as a parent, invalidate my entire career and credentials, and destroy my professional reputation before pushing through the termination of my parental rights, despite offering the court A YEAR OF CLEAN DRUG TESTS, INCLUDING A HAIR DRUG TEST!
Innocent people don’t demand immunity. I am absolutely appalled at the way I was treated by DHS case workers, contracted FSRP workers, the foster “mother,” and worst of all the judge! Not too mention the way society has decided that everything I worked for my entire life didn’t matter! I sacrificed countless hours caring for others and their families all over East Central Iowa.
When it comes down to it, the woman detested me for standing up for my rights, for reminding her it is not her place to make medical decisions for Iowa children, and for backing down when it really counted. I have not had contact with my sons for almost 2.5 years and every new day is just as debilitating as the last! I will not rest until justice is served for my family, my children are returned to my care, and those that intentionally acted maliciously and illegally are brought to justice!
I have heard Mr Shipley speak in person while advocating against mask and vaccine mandates in DSM, and I was so impressed that I emailed him in the weeks following that event. Thank God for real American Patriots like him that see through the smoke screens and aren’t dissuaded by federal dollar signs!!

that is very true about your case no doubt. since your kids went to family or friends the Title 4E funding that the fed gives the state to give to the adoptive parent for each child adopted is just put right into the state general fund which pays out huge bonuses each year theres a surplus to department big wigs, such as the DHS. Since the ‘State’ policy is to only give that money to adoptive families and not family or friends they really create quite the racket on the feds since their policies are to pay it for any child placed out of home. it gets even worse on sone mental health issues too thats why this state sucks at serving their people what they are entitled to most of the time. it would be nice if the Federal government would just revoke the states charter for not even providing the minimums set by the feds. at least we could get the minimums from them. better yet, the federal courts should order the state to provide all this they boast they have for the people by gun point if you ask me. at least the system would be working and the state would be upholding their responsibilities for once. oh, and George washington and ben franklin would be happy again as well

At the very least, these workers need to be educated. We have people with little education or experience in child development or child rearing making decisions for families. People that trust in their own “gut instinct “ that do not listen to professionals with degrees in social work or family development. As a therapist this is very frustrating and heart rending to see families torn apart for no reason other than the need to be right. Regardless of evidence to the contrary, they stick to their initial assessment and do not care about the families involved. This is wrong and needs to be stopped as soon as possible.

Thats awesome and will help so many families, this bill is a blessing to all. When trying to get a bill like this passed is there a way to help the families that have already been destroyed by dhs though, parents thats rights have been terminated, parents who’s children have now been adopted out because we are still here and we are suffering every single day. We deserve the chance to have our families back. I have seen the bills where they are reinstating parental rights but the children have to have to be in foster care for so many years, if there’s a plan for the children to be adopted then its a no, if the children have been adopted its a no. I. Sorry but its not right to create these bills and have so many ridiculous reasons telling us sorry you can’t get your rights back because of this or that. Some of us have been fighting for our kids, trying to find someone that can or will help us and while we were trying time ran out. Keep these bills coming but let’s also focus on reinstating parental rights without having several excuses as to why someone cannot get their rights reinstated. I agree there need to be set circumstances as to why the children were removed and if the children were removed due to physical abuse or sexual abuse then no parental rights should not be reinstated but if the reason was substance abuse, no job, lack of food, clothing or a stable home then if we the parents can prove we have done anything and everything needed to care for our children then we deserve that.

The parents don’t get trial to deny the false charges against them because the petitions are not really being served upon them as claimed by the cps agents. The parents are being tricked into defaulting and forced to inter into the mediation process and work the treatment plan. Their children are forced to take chemical restraints that cause structural birth defects and infant deaths and then they can’t be sold on the black market for babies.

Department of Human Services has never been accountable. They lie and have lied for years. Are there good workers, yes, but far and few between. I do fear for the vulnerable children in Iowa. Drugs and domestic abuse are critically harmful to children. Reunification is not always in the best interest of the child. The Goal is always reunification if possible. But we must not return children to monsters and we absolutely must hold the next in line accountable for the safety of children. If you can not afford to adopt a child…then don’t. This adoption stipend needs to be cut in half but children must have access to Title 19. They will need therapy

Just because a parent is an addict does not make them a monster! I was a mother and I became addicted to meth, my kids were never abused in any way what so ever by me or their father, my kids were never neglected or ignored. My kids always had 3 meals a day cooked by me, they had snacks, they had a roof over their heads and clothes on their backs, my kids had everything they needed plus so much more. My addiction was so discreet that the only people that knew I used were the few people I used with. My family had no idea, my kids had no idea, their teachers had no idea and no im not saying it was right because it wasnt im just stating the fact here that I was not a monster, I was a good mother, I spent all my time with my kids and I never had or let my kids in the area where I used. Yes there are some parents that use and they do terrible things to their kids or allow others to do terrible things to the kids but not all addicts are monsters so try not to judge until you hear the side from a mom who was addicted to meth or whatever and was a wonderful parent not monster.
