Iowa House passes gun omnibus bill, gun powder bill

DES MOINES – The Iowa House has approved two bills Tuesday, one that allows possession of a pistol by children and another that allows people to own up to 100 pounds of gunpowder.

Debate on the House floor on the gun omnibus bill concluded Tuesday and passed with a vote of 75-24. Some of the provisions in the bill include legalizing supressors, allowing possession of a pistol/revolver by a person under 14, eliminates the newspaper notification of conceal/carry permits and relpaces it with a data base to be used by law enforcement only.

Representative Sharon Steckman (D-Mason City)said “I voted no, I do not feel we need to legalize pistols for (children).” An amendment offered by Rep. Steckman that would have keep stricter enforcement of firearms was struck down, 99-0.

Another bill that was approved by the House raised the limit of gun powder a person can have at their residene from 25 pounds to 100 pounds.  That bill passed 86-13.

The Democratically-controlled Senate would need to pass the bills before they would need a signature by Governor Terry Branstad.

Suppressers will have a serial number on them and paper work like purchasing a handgun.

They will probably be more expensive than a handgun too making the average person unable to afford them.

Its my opinion that this bill wasn’t so much about “children” possessing handguns as much as it was about allowing an adult (someone 21YOA) being able to instruct a minor using a handgun for hunting, training etc.

Currently the law prohibits a parent or guardian or spouse who is 21 years of age or older from allowing a minor under 14 years of age from possessing a pistol, revolver, or the ammunition.

Glad to see her amendment fail 99-0.

@Maybe-yes it does. I am not sure that is needed but, it really doesn’t bother me one way or the other. It does help some with accuracy and with decreasing recoil.

@LVS…Some people that I’ve spoken to about the suppressors were also looking at it from a hearing protection standpoint. I do know some members of the Iowa House even went so far as to fire weapons with sound suppressors, so they knew what they were dealing with. I have to applaud them for taking the time to educate themselves vs. just taking someone’s word on something.

Now, if any of this passes the Iowa Senate I will be very surprised. Time will tell.

The part that I am interested in is not the reduced recoil but the reduced sound level. It does NOT make the weapon whisper quiet, just reduces the sound so we don’t have to wear hearing protection when we hunt or target shoot.
