According to Clear Lake council meeting minutes, Mayor Nelson Crabb reviewed a proposed Resolution for Council consideration pertaining to City Administrator compensation and benefit package. He stated that he and the Mayor Pro-Tem Mike Callanan have been working on a proposed Resolution with the input of the Council as well as input from both within the City and the community. Mayor Crabb stated the Resolution essentially provides an opportunity for a merit-based wage adjustment, in addition to any cost of living increase granted to all employees, based on performance, as long as base salary is within certain market parameters. He noted it also provides for certain supplemental insurance coverage, such as vision, life, and dental. He further stated the Resolution memorializes the administrative policy in effect with respect to a car allowance and provides for a budget line item for technology devices.
The measure passed unanimously.
In addition to the routine annual cost of living increases that are provided to union and non-union employees, generally about 2.4% annual, the Council will also provide the City Administrator with eligibility to receive a merit increase of not to exceed 2.4% or $2,500/annual, whichever is less, based on a review of annual performance evaluations and achievements of goals and objectives set by the Council.
Mr. Flory tells NIT, “I’m very appreciative of the Mayor and Council. I’m fortunate to work for them and the people of Clear Lake”, stated City Administrator Scott Flory.
If the salary of the City Administrator is more than the average of the five highest base salaries of cities under 10,000 in population, then the eligibility for a merit increase will cease.
They will be sorry when he starts cutting needed services to guarantee his bonus. That is why most intelligent company’s have gone away from the merit bonus system. It makes cheaters out of otherwise honest people.
