Woman who harasses 911 operators sent to jail

MASON CITY – A woman who has been dialing 911 for at least the past 10 years with no emergency has been sent to jail once in again in connection with one of those cases.

Alma Melinda Shafer, age 65 is now in the Cerro Gordo county jail serving a 10-day jail sentence for violating her probation in a case in which she dialed 911 with no emergency. This particular case began on May 19, 2016, when she mis-used the 911 emergency service. She was given a suspended 10-day jail sentence, a year of probation and ordered to pay fines and fees of $197.75.

In November, she violated her probation and a warrant for her arrest was issued. She was later jailed and then awaited a December 22 hearing. At that hearing, she was found guilty of the probation violation and sent to jail for 10 days.

Earlier this year, Mason City police were summoned to 240 6th Street SE on the evening of March 7 after a number of 911 calls were made by a resident there. Finally, police determined that Shafer “called 911 a couple of times knowing it was not an emergency”. She was arrested and taken to jail and later fined $100.00 for her actions.

This practice is not a new occurrence for Ms. Shafer.

On the afternoon of April 24, 2015, officers went to Shafer’s home and arrested her for misuse of 911 communications and false report to law enforcement.

Prior to that, according to police, Shafer dialed 911 at least 10 times on the evening of November 6, 2014.  A dispatcher continued taking the calls, and officers were sent to her home.  After an investigation, Shafer was arrested and taken to jail for dialing 911 with no emergency.  Alcohol may have been a factor in the incident, police said.  She was jailed for one day.

Shafer was at it again on November 13, 2014, dialing 911 and making false reports to law enforcement. She was jailed and later pled guilty. She was ordered to pay $465.00 in fines and court costs.

Shafer pled guilty in 2013 to the same crime, dialing 911 with no emergency, after being charged by Mason City police.  She was fined for her actions.

Court records indicate she has been doing this since at least 2004.

Roger bang is the hugh Hefner of Mason city

But it was OK for the then mayor of Mason City, Roger Bang, to call 911 whenever he wanted to talk to an officer for any reason and never an emergency situation, he was told over and over not to call 911 but he continued and was never ever charged with missuse of 911. Cops and elected officials are exempt from being charged in Mason City Iowa no matter how much proof a person has.

Roger was drunk more than he was sober. Many times he almost fell off the stage at council meetings. He was a nice guy, just couldn’t lay off the booze.

Looking at this lady I would say she needs help more than jail. They let drug pushers and thieves walk loose and jail her?
