
MASON CITY – This vagabond Northern Iowa sex offender now roaming the unsuspecting community of Joice (when he’s not in a jail cell) is racking up serious criminal offenses even as judges slap his entitled wrists.
Frank Joseph Monyak (pictured at top) is a 49-year-old convicted sex offender who lives on Main Street in Joice, Iowa, records show. He’s been there since November 5, 2025. Monyak was convicted outside of Iowa on two sex offenses: 1) Aggravated criminal sexual abuse of a female victim aged 18 or older, and 2) Aggravated criminal sexual abuse of a female victim aged 13 or younger.
Monyak has been convicted of violating the state of Iowa sex offender registry on a number of occasions in Mitchell and Floyd counties, leading to felony convictions, suspended prison sentences, probation and violations of his probation, and short stays in jail. He has also been convicted of drunk driving.
Currently, Monyak was booked into the Cerro Gordo county jail Friday afternoon at 3 PM, where he is serving time for violating his probation for violating the sex offender registry. Back in October, a judge sentenced him to 360 days in prison, but suspended 315 days of it. The judge also allowed Monyak work release, so he can come and go from jail until his time is fully served.
