Mason City School Board struggles to make legal votes, appointments

Scott Warren

From the Mason City School District:

At the regular meeting on May 18, 2015, the Mason City Community School District Board of Education accepted the resignation of Robert Thoms, and then proceeded to fill the vacancy created by Mr. Thoms’ resignation. The person identified by the Board to fill the vacancy was Paul DeRoy.

The Board announced Mr. DeRoy’s appointment, but failed to first pass a motion to approve his appointment prior to swearing Mr. DeRoy in, which deems his appointment not legally effective. In order to correct this oversight, the Board will hold a special session on Thursday, May 28, 2015, at 5:30 p.m. and the Board will take action at that time to appoint Mr. DeRoy as a member of the Mason City Community School District Board of Education.

Considering that Mr. DeRoy was not legally appointed as a Board member on May 18, 2015, the votes which he cast at the meeting on May 18, 2015, cannot be counted. One of the votes that Mr. DeRoy cast was a vote on the motion to elect Mr. Warren as Vice-President of the Board. At the time that the votes on this motion were counted, there was a tie vote and so the motion failed. Since Mr. DeRoy’s vote on that motion should not have been counted, the Board is required to recalculate the vote on the motion to elect Mr. Warren as Vice-President. When Mr. DeRoy’s vote is excluded, the vote on the motion changes from a tie vote to a 3-2 vote in favor of the motion to elect Mr. Warren. Board Secretary Ramona Jeffrey and Board President Mark Dodd administered the oath of office to Mr. Warren and he was sworn in as Vice-President on May 27, 2015, in the Administration Building offices as per the requirements of Board Policy 202.2 – Oath of Office.

You people really don’t know my father that well

I think you might be surprised how many people know your father, considering most students going through MCHS had the misfortune of having him as a teacher.

Warren is a blowhard. He attempts to cover up his obvious mental and physical issues by being a bully. The only thing I learned in his class was what type of people to avoid when I left school.

Everyone should be leery of this council if he holds any power.

And your dad is an asshole

Steven, I know your dad. Great guy, dedicated teacher and compassionate man. These other guys aren’t really intelligent enough to recognize that and to value the lessons he provided.

bodacious-Agree with you 100%. One of my favorite teachers from my High School days. Learned life lessons from Mr. Warren. Steve he was a good teacher and I am sure a great father.

Interesting. Looks like they got caught making their own rules.

I SMELL A RAT!!

The vice president of the Board writes the Superintendent’s evaluation. Could it be that Anita wants Warren to write her evaluation instead of ?? ?

Why not correctly appoint Mr. DeRoy and THEN vote again.
