MASON CITY – Two Mason City residents are in jail at this time after police arrested them on charges that include felony kidnapping.
According to police, on November 16th at about 12:43 PM, officers were dispatched to 130 5th Street NE for a welfare check on a resident.
After an investigation – which police would only state involved some kind of issue between two defendants, a victim and a vehicle – Delevan Shannon, age 61, and Ann Duff, age 50, were arrested and charged with kidnapping in the 2nd degree (B felony) and interference with official acts (simple misdemeanor).
Police said the investigation is on-going and more charges are possible.
Both defendants are being held in the Cerro Gordo County Jail on $15,000 cash bond.

I’ve also known Annie for many years and I don’t believe she would do this either. Annie would give you the shirt off her back if you needed it! NO WAY do I believe this. Hope she doesn’t get railroaded.
I’ve known Annie for along time I know she has made mistakes, everyone has but I can hardly believe she would do something like this. I bet there is way more to this story.
Always more to the story…. There is a third person sitting in jail right now, (the one who was supposedly kidnapped.)

@USMC-yep, just point it in the general direction and pull both triggers. Whatever is in front of you won’t be there anymore. I have one too. Mine is loaded with buckshot.
