Branstad unveils “Healthy Iowa Plan” today, offering health coverage for poor Iowans

(DES MOINES) – Gov. Terry Branstad and Lt. Gov. Kim Reynolds today unveiled the Healthy Iowa Plan that will cover all of the approximately 89,000 uninsured Iowans earning below 100 percent of federal poverty level.

“The Healthy Iowa Plan is a modern health plan that will pay providers to care for their whole population and based on the quality of care they deliver, while rewarding positive health outcomes,” said Branstad. “Under our Healthy Iowa Plan, more Iowans will be served by the private insurance market, with access to affordable plans available through health benefits exchanges.”

The Healthy Iowa Plan is designed to help those who use it become healthier while being sustainable for the long-term. The plan reduces the uninsured in Iowa while also preserving an essential safety net for Iowa’s neediest.

“Governor Branstad and I have set the ambitious goal of making Iowa the healthiest state in the nation,” said Reynolds. “To get there, we know it is critically important for Iowans to take ownership of their health. The Healthy Iowa plan increases access to health care coverage while encouraging a healthy lifestyle.”

The Healthy Iowa Plan uses a sustainable financing strategy that provides hardworking Iowa taxpayers with budget certainty. The proposal fits within Branstad’s two-year budget and five-year budget projection with a total funding pool of $162 million. New funding for the plan comes through Medicaid savings created by synchronizing traditional Medicaid eligibility with benefits available through the Affordable Care Act. The savings is redirected to covering uninsured Iowans at or below the poverty level.

  1. MOINES) – Gov. Terry Branstad and Lt. Gov. Kim Reynolds today unveiled the Healthy Iowa Plan that will cover all of the approximately 89,000 uninsured Iowans earning below 100 percent of federal poverty level.

    Branstad doesn’t have a clue as to how many are uninsured and who those people are. If he had signed on to Obama’s plan there would have been Fed. tax funds to help many needy programs in Iowa. Including much needed mental health programs. But he’s cost Iowans those funds now.
    What will his plan do for those who are on disabilitty and don’t qualify for Medicare or Medicaid. Some who are over 50. And some who have less than $1200/mo. to live on and only Medicare which only covers 80%. 80% of a $500,000 hospital bill leaves a lot for a poor person to pay off.
    He’s a buffoon. Nuff said.

    1. Good for Branstad. In 3 years when Obama pulls all the funding away and we then THEN are on our own. We will have our own program up and running with most of the kinks out. I see many State Governors crumbling to the Government which is not our friend in the end.

  2. @Allen-I think the number depends on the number of people in the family, but I believe it is $16,000 p/year. I could be wrong here but I thought I saw that number. I would really like to see what is in this insurance. If it is like the old Iowa Works you have to go to Iowa City, Des Moines or Fort Dodge for treatment and low income people just don’t have the resources to do that. They will just continue to go to the local E.R.’s for treatment and we will continue to pay. That is why the hospitals are pushing for the Title 19 deal.

  3. I’m not clear on what is, 100 percent of federal poverty level. I get different numbers when searching for middle income and the poverty level. Does anyone really know what they are.
