MASON CITY – Convicted 30-year-old sex offender Joseph Charles Hill was released from prison after serving four years of a ten year sentence on July 31st. Hill is to complete his sentence in a community based work release setting offered by Beje Clark and is now scheduled to be released on December 16th, 2012 according to the Iowa Department of Corrections.
Charles City Police Department issued a criminal complaint against Joseph Hill alleging he had performed sex acts with four separate 14-15 year old high school freshman at the age of 23. The incidents were alleged to have occurred on separate occasions from May to December of 2005. Hill was originally charged with four Class C felony charges of 3rd degree sexual abuse before, then county attorney Jesse Marzen, dismissed three of the counts in exchange for one guilty plea as part of a plea bargain.
On July 1st, 2008 after many court delays District Court Judge Stephen P. Carroll upheld the motion by then county attorney Jesse Marzen to dismiss the other three charges as stipulated in the plea agreement between Marzen and Hill. Judge Carroll then sentenced Hill to serve up to ten years in prison on the one remaining count of 3rd degree sexual abuse.
As part of Hill’s community based work release sentence to Beje Clark he will be allowed to leave the facility to look for employment and may be eligible for weekend furloughs away from the facility that has had six inmates escape in the past 30 days.
I no longer live in the town of mason city …left it 25 yrs ago… moved on an acreage 15 miles or so from there …at that time mchs was having a bad time with drugs at the school …so I chose to have my children go else where ….but had had been to a few council meeting prior to our move …and the people need to speak up !!….There are thousands of parents that are eligible to attend those meeting …unless you stand up …nothing is going to happen …start a group on the well being of mason city …get a petition going …do something ! Election is in 2013 …plan on electing new people ..start now !!! That includes the court system …new judges !
Wouldn’t Meredith Willson be shocked about the kind of trouble we have right here in River City? It is just appalling the way our culture has deteriorated. I recently read my parents’ love letters from 1924-1931 and my mom was shocked by things like her classmates at college sneaking off to dance the Charleston. They used to jail men who got women pregnant back then for “seduction” if they wouldn’t marry the woman. There were no DNA tests, just the word of the woman, her family and friends. That situation was a lot more then like those of you now who just want to lynch people who are arrested without presenting a defense.
Once again, I see they are letting this idiot off and reducing his sentence. I always thought BeGee Clark was for the minor offenders like writing bad checks, etc. Why are these kind of people put in there so they can basically run free. They run away and then they bring them back there. Why??????????? Lock their asses up and throw away the key. That is one more thing wrong with our country, the justice system!

I moved from Mason City for the reasons you mentioned and mostly because the city is dead. If you lived there a few years it doesn’t take long to notice rigor mortis and decay has long set in. Majority of the people hide in their homes. For it’s size the city is too poor to even have sidewalks. The city looks and feels like a death camp.

Mason City is a breeding ground for filth now. not only are our judges just releasing filth back into the community but they are having them stay here. it is really very discouraging, when it is all said and done, to think that this is where i am raising my children at. i really do hate that it is like this. Mason has the potential for greatness; if the ‘leaders” were different it could be. 🙁
