Northern Iowa man’s home raided after allegations of animal neglect

WEBSTER CITY – Authorities raided a house in this Northern Iowa town after allegations surfaced of dirty conditions, and a man was taken to jail.

On March 20, 2025 the Webster City Police Department, in collaboration with the Animal Rescue League of Iowa, executed a search warrant at a residence located at 915 High Street in Webster City. This action was taken as a part of an ongoing investigation into allegations of animal neglect.

During the search, authorities rescued eleven animals. The living conditions within the residence were determined to be unsanitary and unsuitable for animal welfare.

As a result of the investigation, John Alan Harper, 58, of Webster City, was charged with Animal Neglect, a Simple Misdemeanor. The animals were taken to the Animal Rescue League of Iowa to receive proper care.

The Webster City Police Department was assisted in this operation by the Animal Rescue League of Iowa, the Hamilton County Sheriffs Office, the Hamilton County Attorney’s Office, and the Webster City Veterinary Clinic.
