DES MOINES – The Iowa Department of Public Health (IDPH) announced this week that Northwood, along with two other Iowa communities, have been awarded fluoride certificates by the Association of State and Territorial Dental Directors on behalf of the U.S. Centers for Disease Control and Prevention (CDC) and American Dental Association (ADA). This award is presented in recognition of the contributions the water systems have made toward improving the health of their communities through water fluoridation over from 1966 through 2016.
The three communities receiving the 50 Year Award for maintaining continuous community water fluoridation are:
Northwood Water Works
Waterloo Water Works
Muscatine Power and Water
The community of Oskaloosa was also recognized with a Water Fluoridation Community Initiative Award. This award is in recognition of the water system’s decision to initiate a water fluoridation program in 2016.
Fluoride is a natural mineral present in almost all water. Its benefits for teeth were discovered in the 1930s. Dental scientists found low tooth decay rates among people whose water supplies contained natural fluoride. Today, approximately 75 percent of Americans and 90 percent of Iowans served by community water systems have access to optimally fluoridated water. Even with the availability of other fluoride-containing products, fluoridated water prevents approximately 25 percent of tooth decay in children and adults.
The CDC has recognized community water fluoridation, the process of adjusting the fluoride concentration in water to the optimal level for preventing tooth decay, as one of the ten great public health achievements of the 20th Century. It is supported by the U.S. Surgeon General, American Dental Association, American Medical Association, American Academy of Pediatrics, and American Public Health Association as a safe, effective, and inexpensive method of preventing tooth decay. Both Healthy People 2020 and Healthy Iowans have set goals to increase the number of people receiving fluoridated water.
IDPH is a strong supporter of fluoridation programs. The IDPH Bureau of Oral and Health Delivery Systems monitors the fluoride levels of Iowa communities and provides information and assistance to water supply professionals, healthcare professionals, and the public. I know perfectly how TIF operates – its a lie to get the county taxpayers to pay the first 10 years of taxes on designated corporate properties – its not a NO tax for 10 years you twister of the truth – I see my tax assessment down below under TIF and its 1oo,s of dollars per year and no the Russians did not add your covert charges on it.
I don’t know how many ways I can tell you this. You do not understand TIF financing. Your replies validate this fact. The 100’s of dollars you say you’re paying to TIF are not additional tax. You would pay the tax regardless if the TIF district existed or not.
TIF is a valuable tool that progressive governments can use to incentivize growth. It is probably the most tax payer form of incentives that exist because the TIF bond is repaid by the increase in value its associated improvement creates.

TIF is a powerful tool that progressive governments use to encourage economic growth. It creates economic incentives by leveraging the increase in taxable value an improvement creates. It is probably the the most tax payer friendly incentive a government can use.
School here shows payment for property taxes – do you ever read the Signal when the school finances are published. Seems to me I have been seeing it for years. Look it up – I would like to be proven wrong or maybe their using another term for property taxes. I will let you know when its published again.
Government property pays no property tax. Period.
Churches also pay no property tax (although, in my opinion, they absolutely should).

You have a very fundamental misunderstanding of how TIF financing works. The 1000 or 2000 you say you are paying towards TIF is not additional property tax. It is tax you would have paid regardless if the TIF district existed or not. The only thing that the creation of a TIF district changes is a line item appears on your property tax statement for accounting purposes.
Example: Before a TIF district is created, you pay $5000 per year in property taxes. The following year, a TIF district is created and your property tax bill is still $5000 but now a TIF line item appears for $1000. So now $4000 of your tax bill goes towards government services and $1000 goes towards TIF debt service. No additional tax is paid by the property owner.
Is TIF when a new corporation moves in and gets free property taxes for 10 years or a grant they don’t have to pay back ? Thats what Bernie Sanders says -Free ! – Only catch is all the remaining property owners pay this for them known as TIF – look at your tax assessment and see how much you kick in ever 6 months to the TIF Free my azz ! By the way – why do schools pay property taxes ???

TIF is repaid by the increase in revenue generated by an improvement. It is not repaid by neighboring property owners as you are trying to suggest.
