KEOKUK, IOWA – An Iowa man is in deep after cops say he spied a sleeper in a state of at least partial nudity and helped himself to a few digital images.
On August 15, 2025, at 6:03 AM, 23-year-old Devon Michael Donaldson of Kahoka, Iowa, was arrested at the Keokuk Police Department for invasion of privacy, an aggravated misdemeanor. This is in violation of Iowa code 709.21(1), which states, “a person who knowingly views, photographs, or films another person, for the purpose of arousing or gratifying the sexual desire of any person, commits invasion of privacy if all of the following apply: a. The other person does not consent or is unable to consent to being viewed, photographed, or filmed; b. The other person is in a state of full or partial nudity; c. The other person has a reasonable expectation of privacy while in a state of full or partial nudity.
This arrest stems from an incident on August 3, 2025, in the 900 block of Franklin Street in Keokuk in which the suspect, Donaldson, allegedly took unwanted photos of a sleeping individual in a stage of undress.
Donaldson was held in jail but soon released, as he awaits a hearing set for September 2.
