
ATKINS, IOWA – Scott Flory retired as Clear Lake City Administrator back in December, but he has landed the same position in Atkins, Iowa, and has hit the ground running as the small suburb of Cedar Rapids seeks to grow.
Recently, the City of Atkins, Iowa, in Benton county, just west of Cedar Rapids, announced they are pleased to have an opportunity to “more formally introduce” and invite the Community to welcome Scott L. Flory as the new Atkins City Administrator. NIT previously reported back in December of 2024, that Scott Flory retired as City Administrator of Clear Lake.
“Scott started with the City on February 25, 2025,” the city said in a statement on May 16. They held a “Welcome and Meet & Greet” on May 28th, from 5:00 PM to 6:00 PM, in the Community Room at City Hall.
The City of Atkins described Scott Flory (pictured at top): “Flory comes with plenty of previous city administration experience. In his career, he has served as City Administrator for Shenandoah, Iowa; his hometown of Atlantic, Iowa; and for the past 23.5 years in Clear Lake, Iowa. He has also worked for a regional Council of Governments in southwest Iowa. Scott briefly retired from his career in City administration so he could focus on relocating to be near his adult children and new grandson in Cedar Rapids, but the opportunity in Atkins appealed to him and he decided to continue on in the field. To say it has a busy time during Mr. Flory’s first 90 days on the job, would be an understatement. Over this period, the City Council unanimously approved the re-estimated FY 25 municipal budget ($7.4 million) and FY 26 budget ($5.7 million). The City also began construction on the new Fire Station Project, which is now more than 20% completed, with a net zero increase in change orders related to the building itself thus far.”
“It has been a very busy and rewarding first 90 days, but I am grateful for the opportunity afforded to me by this City Council and to now be able to take a moment and introduce myself to more of the Community”, stated Mr. Flory. “I am excited to be here and I hope my experience, leadership, and motivation to see Atkins become the very best it can be will be of benefit to the citizens.”

Mr. Flory told NIT that he retired from his position as City Administrator with the City of Clear Lake so he could relocate to the Cedar Rapids area to be closer to his children and grandson, and that he accepted a position with the City of Atkins to serve as City Administrator.
“Although I reached eligibility for retirement under IPERS, I was contacted by a colleague who suggested I consider Atkins, and was hired as Atkins City Administrator in February 2025,” he explained.
“I had fully intended to retire from the profession, but that this seemed like a good opportunity to help a community that needed some assistance.”
Atkins has about 2,000 residents.
