PROCEEDINGS OF THE BOARD OF SUPERVISORS
February 18, 2025
The Board of Supervisors of Cerro Gordo County, Iowa, met in regular session pursuant to adjournment. Present:
Chairman Chris Watts, Vice Chairman Casey Callanan (via phone), Supervisor Carl Ginapp, and various members of the public.
Chairman Watts convened the meeting at 10:00 a.m. Ginapp moved with Callanan seconding, to approve today’s agenda and the minutes for the February 10, 2025 regular session and the February 12, 2025 special session. Motion passed unanimously.
Public comment session was held.
Ginapp moved with Callanan seconding, to approve claims. Motion passed unanimously.
Callanan moved with Ginapp seconding, to approve the payroll register for period ending 02/08/2025. Motion passed unanimously.
Ginapp moved with Callanan seconding, to adopt Resolution 2025-19, WHEREAS, the following payroll change requests were submitted to the Board of Supervisors for review; and, WHEREAS, the Board of Supervisors of Cerro Gordo County, has reviewed and considered the change requests as follows:

THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Cerro Gordo County does hereby approve
the requests as shown above and directs the Auditor to make the necessary adjustments to the payroll. Motion
passed unanimously.
Callanan moved with Ginapp seconding, to approve the Assessment Year 2024 Family Farm Credit Recommendations from the City Assessor and County Assessor. Motion passed unanimously.
Ginapp moved with Callanan seconding, to approve reports from the Environmental Health Service Manager concerning Manure Management Plan Update for Christensen Farms Site F-42 (site #59542) and forward to the DNR. Motion passed unanimously.
Ginapp moved with Callanan seconding, to approve Slavery and Human Trafficking Proclamation. Motion passed unanimously.
Chairman Watts opened the public hearing on Change of Zone for Caspers at 10:05 a.m.
Ginapp moved with Callanan seconding, to close the public hearing. Motion passed unanimously.
Callanan moved with Ginapp seconding, to adopt Resolution 2025-20, WHEREAS, the Cerro Gordo County
Planning & Zoning Commission, after study, has recommended that the change of zoning classification of a certain area hereinafter described, upon the application of Jon D. Caspers and Carol J. Caspers, owners, be made, and WHEREAS, the final public hearing has been held with notice as required by law. NOW, THEREFORE, BE IT RESOLVED by the Cerro Gordo County Board of Supervisors that Ordinance No. 15, Article 5.2, of the Zoning Ordinance of Cerro Gordo County, Iowa, is hereby amended by changing the district boundaries thereof so as to change the classification of the following described property from A-1 Agricultural District to A-2 Agricultural Residence District on the following described real estate, to-wit:
Parcel B containing 0.47 acres located in that part of Lot 4 of Pleasant Valley First Subdivision of the Northeast
Quarter (NE1/4) of Section 23, Township 94 North, Range 21 West of the 5th P.M., Cerro Gordo County, Iowa as
described in the Plat of Survey dated August 21, 2024 and recorded on August 21, 2024 with the Cerro Gordo County
Recorder’s Office as Document No. 2024-3902. Motion passed unanimously.
Assistant County Engineer Swinton provided and update.
Chairman Watts opened the public hearing on Change of Zone for Moellers at 10:10 a.m.
Callanan moved with Ginapp seconding, to close the public hearing. Motion passed unanimously.
Ginapp moved with Callanan seconding, to adopt Resolution 2025-21, WHEREAS, the Cerro Gordo County Planning & Zoning Commission, after study, has recommended that the change of zoning classification of a certain area hereinafter described, upon the application of Jeffrey A. Moellers and Anna Marie Moellers, owners, be made, and WHEREAS, the final public hearing has been held with notice as required by law.
NOW, THEREFORE, BE IT RESOLVED by the Cerro Gordo County Board of Supervisors that Ordinance No. 15, Article 5.2, of the Zoning Ordinance of Cerro Gordo County, Iowa, is hereby amended by changing the district boundaries thereof so as to change the classification of the following described property from the A-2 Agricultural Residence District to the A-1 Agricultural District on the following described real estate, to-wit:

Ginapp moved with Callanan seconding, to adopt Resolution 2025-22, WHEREAS, the Cerro Gordo County Planning & Zoning Commission, after study, has recommended that the change of zoning classification of a certain area hereinafter described, upon the application of Jeffrey D. Rooney and Karla K. Rooney, owners, be made, and WHEREAS, the final public hearing has been held with notice as required by law.
NOW, THEREFORE, BE IT RESOLVED by the Cerro Gordo County Board of Supervisors that Ordinance No. 15, Article 5.2, of the Zoning Ordinance of Cerro Gordo County, Iowa, is hereby amended by changing the district boundaries thereof so as to change the classification of the following described property from the A-1 Agricultural District to the A-2
Agricultural Residence District on the following described real estate, to-wit:
Parcel A containing 5.04 acres located in that part of the Northeast Quarter (NE1/4) of Section 25, Township 94 North, Range 19 West of the 5th P.M., Cerro Gordo County, Iowa as described in the Plat of Survey dated June 26, 2017 and recorded on June 29, 2017 with the Cerro Gordo County Recorder’s Office as Document No. 2017-3646. Motion passed unanimously.
