MORE DETAIL ON THIS INCIDENT, RELEASE MONDAY, JULY 1:

On June 30, 2024, at approximately 8:22 a.m., officers with the Waterloo Police Department were dispatched to the 200 block of Manson Street in Waterloo on the report of a black male wearing all green clothing riding a bicycle with a gun. Officers arrived in the area and located Kelvin Lee Plain Jr., 35, riding a bike nearby in Sullivan Park and matching the description given.

Plain then fired a handgun at both officers, striking one officer who was still inside his vehicle, and another who was shot while on foot. Both officers returned fire, killing Plain.

The incident was captured by Waterloo PD vehicle dash-cam.

Both officers have been hospitalized and remain in stable condition. One officer is expected to be released from the hospital today.

This incident remains under investigation by the Iowa Division of Criminal Investigation. No additional information will be released at this time. Upon completion, the results of the investigation will be forwarded to the Blackhawk County Attorney’s Office and the Iowa Attorney General’s Office for review.
