REGULAR MEETING
OF THE CITY COUNCIL

The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on April 18, 2023. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Jaszewski, Masson, Adams, Symonds. Absent: Thoma, Lee.

Adopt Agenda: Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

The Mayor proclaimed Friday, April 28, 2023 as “Arbor Day”.

Brad Falteysek with Abdo presented the FY22 Annual Comprehensive Financial Report. Council comments and questions followed the report.

City Administrator Burnett presented his Monthly Activity Report. Council comments and questions followed the report.

Prior to adopting the Consent Agenda Items #11, #12 and #13 were removed to be acted upon separately.

Consent Agenda: Regular Minutes of April 4, 2023; Claims dated April 6 and 11, 2023, in the amount of $8,158,757.87; Moose – Class A Liquor License; Fleet Farm Fuel – Class C Beer, Class B Wine; Pasta Bella Restaurant – Special Class C, Outdoor Service; Receipt of the March 2023 Financial Report; Appoint/hire Marcy Troendle as Administrative Specialist in the Development Services Department (Grade G, Step 1, $20.15/hour); Appoint/hire Eli McGallian as Golf Grounds Superintendent at Grade I Step 4 ($26.89); Resolution No. 23-72, approving contract and bond for the “2023 Pavement Marking Program Project No. 23-1003; Resolution No. 23-73, award of contract for new City Hall Electronic Records Management System to OPG-3 of Bloomington, MN; Resolution No. 23-74, to correct Resolution No. 23-31 approving and adopting the fiscal year 2024 Maximum Property Tax Dollars; Resolution No. 23-75, award of contract for legal services to Lynch Dallas, P.C. to provide legal services on an as-needed basis, was presented.

Motion, Jaszewski; 2nd, Masson that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)

11.Order Hearing – Scrip Road Conversion: Motion, Adams; 2nd, Jaszewski that Resolution No. 23-76, authorizing notice to bidders, fixing amount of bid security, and ordering clerk to publish notice and fixing a date for receiving same, and for a public hearing on plans, specifications, form of contract and estimate of costs for construction of the “Scrip Road Conversion, be adopted. Clarification was made regarding the location and condition of the road. AYES: All (Motion carried.)

12. Order Hearing – Illinois Bridge Improvement Project”: Motion, Masson; 2nd, Symonds that Resolution No. 23-77, authorizing notice to bidders, fixing amount of bid security, and ordering clerk to publish notice and fixing a date for receiving same, and for a public hearing on plans, specifications, form of contract and estimate of costs for construction of the “Illinois Bridge Improvement Project”, be adopted. Comments followed regarding what this would entail. AYES: All (Motion carried.)

13. Order Hearing – 2023 LOSST Bond – Destination Iowa: Motion, Adams; 2nd, Masson that Resolution No. 23-78, to fix a date of meeting at which it is proposed to take action for the issuance of not to exceed $5,000,000 General Obligation Local Option Sales Tax Bonds, be adopted. Discussion followed regarding the structured debt, TIF involvement, why cash wasn’t used, etc. AYES: All (Motion carried.)

2023 Street Panel and Curb Replacement Program: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Jaszewski; 2nd, Symonds that Resolution No. 23-79 adopting plans, specifications, form of contract and estimated cost for the “2023 Street Panel and Curb Replacement Program Project No. 23-1002”and 23-80, making award of contract to Select Signing, Inc. of Amana, Iowa for the “2023 Street Panel and Curb Replacement Program Project No. 23-1002”, be adopted and the bid tabulation with recommended bid from Mid-Continent Contracting, Inc. of Mason City, Iowa in the amount of $321,477.00, accepted. AYES: All (Motion carried.)

Adjourn: The Mayor adjourned the meeting at 7:47 p.m.
