CHARLES CITY – A Charles City couple once again battled cops as officers tried to rescue a dog from them that was allegedly being abused.
According to Charles City police, the incident went down on the evening of August 16, 2024. At 5:15 PM that day, officers went to the 400 block of South Tama Street to investigate a claim that a dog was being abused. As a result of the investigation, 32-year-old Tia Florence Osterkamp and 36-year-old Matthew Edward Mullen, both of Charles City, were arrested.
Tia Florence Osterkamp was charged with:
– ANIMAL ABUSE AS A SERIOUS MISDEMEANOR
– ASSAULT ON A PEACE OFFICER AS A SERIOUS MISDEMEANOR
– DOMESTIC ABUSE ASSAULT FIRST OFFENSE AS A SIMPLE MISDEMEANOR

Matthew Edward Mullen was charged with:
– DOMESTIC ABUSE ASSAULT SECOND OFFENSE AS A SERIOUS MISDEMEANOR

Police say the dog was rescued and taken to PAWS.
Osterkamp and Mullen were involved in a violent 2018 incident in which they appeared to participate in combat amongst themselves and police, resulting in both subjects being arrested.
Osterkamp was arrested back in August of 2016 for fighting / disorderly conduct and public intoxication; she was later guilty and fined.
