REGULAR MEETING
OF THE CITY COUNCIL

The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on June 4, 2024. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Jaszewski, Masson, Adams, Symonds, Latham, Lee. Absent: None.

Adopt Agenda: The Mayor announced Item #1 would be removed from the agenda and requested a motion to approve the agenda as amended whereupon it was moved by Masson and seconded by Jaszewski that the amended agenda be adopted. AYES: All (Motion carried.)

PULLED 1. Presentation on FY 23 Annual Comprehensive Financial Report (ACFR)

Prior to adopting the Consent Agenda Item #15 and #16 were removed to be acted upon separately.

Consent Agenda: Regular Minutes of May 21, 2024; Claims dated May 23 and 30, 2024 in the amount of $1,440,988.20; Walgreens – Class E Retail Alcohol; Walmart – Class E Retail Alcohol; Northwestern Steakhouse – Class C Liquor License; Corner Pizza & Ale House – Class C Liquor, Outdoor Service, Living Quarters; Pipe Dream Pizza – Class C Liquor License; Lucky Wife Wine Slushies Inc. Special Class C Retail Alcohol, Outdoor 314 1st Street SE (Masonic Lodge area 5 day License – June 11-15, 2024); Appoint/hire Kelsey Hammarstedt as Police Officer $31.14/hour; Appoint/hire Chris Arhart as Storekeeper at a starting wage of $28.99; Resolution No. 24-126, approving the purchase of a Trench Box and Hydraulic Shoring Package from Contractor Solutions of Altoona, Iowa and an Enclosed Trailer from Cedar Valley Sales of Nashua, Iowa for the Water Utility Department; Resolution 24-127, approving the purchase of an Arborist High Ranger Truck from Terex Utilities, Inc. of Watertown, SD for the Operation & Maintenance Division; Resolution No. 24-128, levying assessments for charges on certain properties and the certification of same to the County Treasurer for collection with property taxes; Fixing wage 4.25% increase for non-bargaining employees; Resolution No. 24-129, fixing compensation for certain appointed officials for fiscal year 2024/2025, effective July 1, 2024; Resolution No. 24-130, approving the contract and bond for the construction of the “Project 22-1011 Murphy Park Trail and Bridge Project”; Resolution No. 24-131, approving an Amendment No. 3 and Amendment No. 4 to the professional services agreement with WHKS & Co. for additional services related to the Destination Iowa Trail Improvements; Resolution No. 24-132 accepting work and ordering payment for construction of the “High Line Trail” Project; Resolution No. 24-133, approving encroachment permits for three rotating sculpture locations for River City Sculptures on Parade, LLC for the placement of a sculpture pedestals in the right-of-way in downtown Mason City; Resolution No. 24-136, approving the contract and bond for construction of the “Mason City Bike Park Bid Package 2”, was presented. Motion, Jaszewski; 2nd, Masson that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)

River City Roller City – DoRL: Motion, Latham; 2nd, Jaszewski that Resolution No. 24-134, authorizing approval of a forgivable loan to River City Roller City, LLC (subject to conditions) for the rehabilitation of 600 2nd Street Northwest in conjunction with the Downtown Revitalization Loan Program, be adopted. Questions followed regarding permitted uses. AYES: All (Motion carried.)

Zayn Properties, LLC – CoRL: Motion, Latham; 2nd, Adams that Resolution No. 24-135, authorizing approval of a forgivable loan to Zayn Properties, LLC (subject to conditions) for the rehabilitation of 1323 North Federal Avenue in conjunction with the Corridor Revitalization Loan, be adopted. Discussion followed regarding the loan forgiveness process, what happens if there is a payoff during the loan timeframe, etc. AYES: All (Motion carried.)

Sewer Rate Plan Revision: Motion, Jaszewski; 2nd, Adams that Ordinance No. 24-9, amending the City Code by repealing Title 6, Chapter 2: “Sanitary Sewers”, Article A: “Sewer Rates”, Section 3: “Schedule of Rates”, Subsection A and B, and adopting a new Subsection A and B in lieu thereof, be adopted. AYES: All (Motion carried.)

Storm Sewer Rate Changes: Motion, Latham; 2nd, Lee that Ordinance No. 24-10, amending the City Code by amending Title 6 “Municipal Utilities, Chapter 3 “Storm Sewer”, Section 1 “Definitions’ and by repealing Article A. “Stormwater Utility Policy” and adopting a new Article A in lieu thereof, be adopted. AYES: All (Motion carried.)

Storm Water Management Utility Fee Reduction Credit Policy: Motion, Jaszewski; 2nd, Masson that Resolution No. 24-137, adopting the Stormwater Management Utility Fee Reduction Credit Policy and Application for the City of Mason City, Iowa, be adopted. Comments followed regarding the units and commercial versus residential. AYES: All (Motion carried.)

The Mayor adjourned the meeting at 7:21 p.m.

2nd SPECIAL MEETING
OF THE CITY COUNCIL

The City Council of the City of Mason City, Iowa, met in Special session pursuant to law and rules of said Council, in the 2nd Floor Conference Room of City Hall at 12:00 P.M. on June 12, 2024. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Adams, Jaszewski, Symonds, Latham, Lee. Absent: Masson.

Adopt Agenda: Motion, Latham; 2nd, Lee that the Agenda be adopted. AYES: All (Motion carried.)

Active Transportation Infrastructure Investment Program: Motion, Latham; 2nd, Lee that Resolution No. 24-138, of support for an application through the Active Transportation Infrastructure Investment (ATIIP) Program from the Department of Transportation for improvements to the Highway 122/4th Street SW Corridor in the City of Mason City, be adopted. Comments followed regarding the overall cost. AYES: All (Motion carried.)
