Meth-fueled woman threatens to kill mom; arrested after child falls out second-story window

MANCHESTER, IOWA – An Iowa woman is in a heap of trouble after police say she was high on meth, threatened to kill her mom, and her child fell out a second-story window and was flown to Iowa City with a head injury.

Sunday, April 20th 5:30pm, Manchester Police along with Medical Personnel responded to a 911 call on a report that a two year old child had fallen out of a second story window at the Southtown Apartment Building at 222 S. Franklin St. Upon arrival responders found Stacy Neuhaus, mother of the two year old girl, holding the head of the child who landed on the concrete street below the window. The child appeared to have a head injury. The child was air lifted to University of Iowa Hospitals.

On Monday April 21st Manchester Police issued an arrest warrant for the mother Stacy Neuhaus age 27 of Manchester. She has been charged with two counts of Child Endangerment ( one Class D Felony and one Aggravated Misdemeanor. )

Complaints to the court allege that Neuhaus placed her 4 year old and 2 year old children on an inside window sill in a second story apartment and opened the window so the children could look outside and then began cooking food when she saw the two year old push out the screen out and fall out the window. The Class D Felony charge is due to the 2 year old sustaining bodily injury and the Aggravated Misdemeanor charge is for placing the 4 year old at substantial risk by her actions.

Neuhaus was arrested Monday at Iowa City and transported to the Delaware County Jail on $10,000 bond. The child was treated and released Monday. Both children have been placed in the custody of the Department of Human Services.

On Saturday, April 19th Manchester Police arrested Stacey Neuhaus after police observed an altercation taking place on S. 2nd Street between her and her mother. Upon investigation Neuhaus was arrested and charged with:

Second Degree Harassment and Public Intoxication.

Complaints allege that Neuahus had threatened to kill her mother and placed her mother in fear and also that she was under the influence of an intoxicant. Neuahus admitted that she had been under the influence of meth in the prior days.

Taken to Delaware County Jail.
