Man arrested on felony domestic assault charge

Early Sunday, October 2nd, Douglas Ross Welsher age 38 was booked into the Cerro Gordo county jail on one count of domestic assault 3rd or subsequent offence. Iowa law enhances the charges for repeat offenders to a class D felony upon the 3rd or subsequent offence. Punishment is a minimum one year in prison and a maximum of five years in prison upon conviction.

Douglas Welsher was arrested for domestic assault causing bodily injury or mental illness in April 2009. He was convicted in Bremer County District Court in December 2009 for that offense, and served 52 days in jail.

Douglas Welsher again was arrested in August 2009 for domestic assault causing bodily injury or mental illness and a felony charge of child endangerment causing bodily injury.

As part of a plea bargain in Bremer County District Court the child endangerment causing bodily injury charge was amended to assault with intent to inflict serious injury, an aggravated misdemeanor, in December 2009. Douglas Welsher also pled guilty to the domestic assault causing bodily injury or mental illness at that time and was sentenced to two years in jail between the two convictions.
