Northern Iowa construction site turns deadly when Lull tips, lands on worker

SPIRIT LAKE – A Minnesota man working at a Northern Iowa construction site was fatally pinned under heavy machinery when he attempted to leap to safety as it tipped over, authorities said.

On September 30, 2025, at around 9:01 AM, the DCSO received a call in reference to a male that was pinned under construction equipment in the 3300 block of Erie Avenue. The male was freed from the equipment shortly before law enforcement and EMS arrived.

Oliver Balduino Florencio Velasquez, age 23 of Worthington, Minnesota, was operating on a Lull when it began to tip over. Florencio Velasquez exited the Lull, and it landed on him, pinning him to the ground.

Florencio Velasquez was transported by ambulance to the hospital where he was later pronounced deceased due to his injuries.

The DCSO was assisted by the Spirit Lake Police Department, Lakes Regional Healthcare Ambulance, and the Spirit Lake First Responders.
