NORTHWOOD — The Worth County Board of Supervisors awarded a $4,408,550 contract for a new administration building and approved a $700,000 interest-free internal advance for an RV park project at its Monday, October 19, 2026, meeting.
Supervisors Mark Smeby, A.J. Stone and Enos Loberg were present, with Loberg presiding. All recorded votes carried unanimously, according to the meeting minutes.
Worth County awards $4.4 million administration building contract
The board selected Cresco Building Service of Cresco, Iowa, as the lowest responsible bidder for the Administrative Office Building Project, adopting Resolution 2026-38 with a contract amount of $4,408,550.
The award followed a public hearing on the project’s plans, specifications, proposed contract and estimated cost. The hearing ran from 8:33 to 8:34 a.m. Project engineer Jason Petersburg explained the project and answered questions; the minutes record no public comment.
Supervisors approved the project documents under Resolution 2026-37 and also approved addenda 2 and 3.
The contract authorization includes conditions: the contractor must supply the required performance and payment bonds, and the engineers must determine in writing that the bonds and contract documents are satisfactory. The required bonds are for 100 percent of the contract amount. Once those conditions are met, the board and county auditor are authorized to execute the written contract without another board approval.
The construction award follows NIT’s coverage of the October 12 meeting, when supervisors advanced an administration building borrowing plan of up to $6 million. The construction bid and the borrowing authorization are separate figures; the minutes do not identify the contract award as the project’s total cost.
$700,000 internal advance approved for RV park project
Through Resolution 2026-39, supervisors authorized a $700,000 advance from the county’s HWY105 Fund to the RV Park Project in the consolidated urban renewal area. The advance carries no interest.
Repayment is intended to come from future incremental property tax revenue in the county’s tax increment financing, or TIF, fund. The resolution anticipates one or more annual installments by June 1, 2028, subject to available revenue and the board’s discretion to appropriate funds.
This is an advance between county funds. The resolution directs the auditor to certify the original advance by December 1, 2026.
The public hearing on the noncurrent debt/internal loan opened and closed at 9 a.m., with no public comment recorded. NIT previously reported on the county’s administration building financing and RV park TIF plans.
Drainage work and December hearing
The board set a public hearing for December 14, 2026, at 9:30 a.m. on a proposed new lateral in Drainage District 11.
Supervisors also approved a quotation for Iowa Department of Transportation culvert and ditch cleanout work in Drainage District 46. The minutes list A1 Excavating and Drainage Inc. quotes of $18,000 for the length of ditch within the DOT right-of-way and $16,000 for the Interstate 35 culvert only.
The minutes do not specify whether those figures represent alternative scopes or work to be combined, so they do not establish a single $34,000 award.
Board receives three salary increases
Supervisors received and filed salary increases approved by the Board of Health, effective October 16, 2026:
- Shana Butler: $89,440 per year.
- Lexee Anderson: $84,822.40 per year.
- Jill Schutz: $66,352 per year.
The minutes do not list the employees’ previous salaries or the percentage increases.
The board also approved the meeting agenda and October 12 minutes before adjourning at 9:01 a.m. For the following week’s actions, see NIT’s report on the October 26 Worth County supervisors meeting, including its full claims list.
October 19 claims list
The October 19, 2026, meeting minutes contain no itemized claims list and record no routine claims approval. The contract, internal advance, drainage quotations and annual salary figures reported above are separate financial actions, not a list of bills paid at this meeting.
