WATERLOO — A second man now faces a first-degree murder charge in the 1995 shooting death of Angela Renee Buck, marking another major development in a Northern Iowa cold case more than 31 years after her body was discovered beside a rural creek.

Black Hawk County sheriff’s deputies and Iowa Division of Criminal Investigation agents charged Lindell Jackson, 50, of Waterloo, on October 28, 2026. Jackson was already being held in the Black Hawk County Jail on an unrelated charge, authorities said.

The announcement follows the October 16 arrest of Kelly Grant, 59, of Bertha, Minnesota, who also was charged with first-degree murder in Buck’s death. NIT previously reported on Grant’s arrest and the decades-long investigation into Angela Renee Buck’s killing.

Lindell Jackson charged while already in Black Hawk County Jail

Investigators announced Jackson’s murder charge 12 days after Grant’s arrest, bringing a second defendant into the case involving the death of the 37-year-old Waterloo woman.

The latest release did not identify the unrelated charge that had placed Jackson in custody. It also did not disclose the evidence supporting the murder charge, describe his alleged role in Buck’s death or explain any relationship among Jackson, Grant and Buck.

Authorities did not provide bond information or a court date for Jackson in the announcement.

Angela Buck’s body discovered along Pilot Grove Road in 1995

At approximately 10:40 a.m. on August 11, 1995, the Black Hawk County Sheriff’s Office received a report that a body had been discovered east of Waterloo in the area of the 900 block of Pilot Grove Road.

Deputies found a deceased woman along the creek bank on the east side of a bridge. She was later identified as Angela Renee Buck.

As detailed in NIT’s earlier coverage, turtle hunters discovered her body.

An autopsy conducted by the Iowa State Medical Examiner’s Office determined Buck died from a gunshot wound. Her death was ruled a homicide.

Two murder charges follow more than three decades of investigative work

SUSPECT: Kelly Grant

Over the years, the Black Hawk County Sheriff’s Office and assisting agencies pursued numerous leads in an effort to identify those responsible for Buck’s death.

The investigation has involved the Iowa Division of Criminal Investigation, the Iowa Attorney General’s Office Cold Case Unit and the Black Hawk County Attorney’s Office.

Grant’s October 16 arrest involved additional assistance from the Minnesota Bureau of Criminal Apprehension and the Todd County Sheriff’s Office, according to NIT’s previous report.

The new charge against Jackson represents a further development in that continuing investigation. Authorities have not publicly explained what led to the two men being charged this month.

Sheriff credits investigators who worked the case across decades

Black Hawk County Sheriff Nate Neff praised the cooperation among agencies and the contributions of investigators who worked Buck’s case from its earliest days.

“This arrest is a continuation of the relentless, collaborative efforts of the Attorney General’s Office, the DCI, and the Black Hawk County Attorney’s and Sheriff’s Offices,” Neff said.

“I couldn’t be prouder of the work put in by everyone on this case; from those who initially worked it in the 1990’s to those who helped bring it to a close this year, this was an impressive display of investigative work.”

Despite the sheriff’s reference to bringing the case to a close, the release explicitly states that the criminal investigation remains active. Authorities said no further details are being released at this time.

Jackson and Grant are presumed innocent unless and until proven guilty in court.
