ORDINANCE NO. 22 – 8 AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF MASON CITY, IOWA TITLE 5 ”PUBLIC WAYS AND PROPERTY” BY ADDING A NEW CHAPTER 5 “RAGBRAI REGULATIONS”
BE IT ORDAINED by the City Council of the City of Mason City, Iowa:
Section 1: That the City Code of the City of Mason City, Iowa, Title 5 “Public Ways and Property” should be and the same is hereby amended by adding a new Chapter 5 “RAGBRAI Regulations” as follows:
TITLE 5 “PUBLIC WAYS AND PROPERTY” CHAPTER 5 “RAGBRAI REGULATIONS”
5-5-1 PURPOSE: This ordinance is created and enacted to help City officials and citizen deal with the public health and safety problems created by the infusion of a large number of people into the City of Mason City when the Des Moines Register’s Annual Great Bicycle Ride Across Iowa™ (RAGBRAI®) arrives in the City of Mason City on Wednesday, July 27, 2022 and departs on July 28, 2022. It is estimated that the City of Mason City’s population of 27,338 will have an additional 20,000-25,000 visitors in the community during this time period. The arrival of these additional visiting guests in Mason City will cause public safety logistic and health related challenges. The purpose of this ordinance is to address some of those public safety logistics and health related challenges.
5-5-2: DEFINITIONS:
As used herein, “food” shall include food products of all kind including food packaged for consumption off premises as well as meals prepared for consumption either on or off premises. Food shall also include beverages of every kind, including both alcoholic and nonalcoholic, except for water provided without cost to the consumer.
As used herein, “person” shall include any individual person, club, group, organization, partnership, corporation or entity of any kind.
‘RAGBRAI sanctioned’ shall include authorization granted by the Mason City RAGBRAI Committee.
The Mason City RAGBRAI Committee for purposes herein shall be defined as the Advisory Board and the Executive Committee.
5-5-3: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH – PERMIT REQUIRED: No for-profit person shall provide or sell food or goods to the public in Mason City, Iowa on July 27, 2022 or July 28, 2022 at a location other than their regularly-established place of business unless said person shall first obtain a For-Profit Vendor (food/non-food) Booth Permit from the Mason City RAGBRAI Committee through the Main Street Mason City office located in the North Iowa Commerce Center at 9 North Federal Avenue, Mason City, Iowa. The Mason City RAGBRAI Food and Vendor Committee shall approve all permits.
5-5-4: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH FEE SCHEDULE: The fee for a For-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall be $600.
5-5-5: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH LOCATION: A vendor who has been granted a Mason City For-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall locate its temporary sale facility at a location, and only at that location, to be determined by the official Mason City RAGBRAI Committee. The size of the booth will be 15’ x 20’ each and all items must be within the space or a 2nd space must be purchased.
5-5-6: NON-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH – PERMIT REQUIRED: No non-profit person of any kind shall provide or sell food or goods to the public in Mason City on July 27, 2022 or July 28, 2022, at any location unless said person or entity shall first obtain a Non-Profit Vendor (Food/Non-Food) Booth Permit from the Mason City RAGBRAI Committee through the Main Street Mason City office located in the North Iowa Commerce Center at 9 North Federal Avenue, Mason City, Iowa. The Mason City RAGBRAI Food and Vendor Committee shall approve all permits.
5-5-7: NON-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH FEE SCHEDUL: The fee for a Non-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall be $350.
5-5-8: NON-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH LOCATION: A vendor who has been granted a Mason City Non-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall locate its temporary sale facility at a location, and only at that location, to be determined by the official Mason City RAGBRAI Committee. The size of the booth will be 15’ x 20’ each and all items must be within the space or a 2nd space must be purchased.
5-5-9: ELECTRICAL SERVICE: The fee for providing electrical service to each vendor booth for July 27, 2022 and/or July 28, 2022 shall be $50 per booth. Additional charges may apply if more than basic electrical needs are requested.
5-5-10: TEMPORARY COUNTY LICENSE: A person issued a for-profit or non-profit vendor (food/non-food) booth permit for July 27, 2022 or July 28, 2022 pursuant to this Ordinance shall contact the Cerro Gordo County Health Department at (641) 421-9335 to determine if a temporary county license is needed.
5-5-11: INSURANCE: All vendors will be required to show proof of liability insurance for operations for July 27, 2022 or July 28, 2022. A copy of the insurance policy must be on file with Main Street Mason City.
5-5-12: HEALTH REGULATIONS: A person issued a for-profit or non-profit vendor (food/non-food) booth permit for July 27, 2022 or July 28, 2022 pursuant to this Ordinance shall comply with the Iowa Department of Health and Cerro Gordo County Department of Health rules and regulations governing the sale and dispensing of food for consumption on the premises and with the Iowa Department of Revenue and Finance Rules and Regulations governing sales, including obtaining appropriate permits, pertaining to the sale and dispensing of food for consumption on its premises.
5-5-13: REFUNDABLE CLEANUP DEPOSIT: Permitted for-profit and non-profit vendors for July 27, 2022 or July 28, 2022 shall pay, at the time of application, a $100 refundable deposit. If cleanup of the site is approved, the deposit will be refunded.
5-5-14: STROLLING VENDING FEE: A person using a ‘strolling’ (non-motorized) method of distribution while walking or biking and selling non-alcoholic beverages and/or prepackaged snacks (i.e. candy, cookies) in rider-populated camping areas requires payment of a fee to be a strolling vendor. No strolling vendors will be allowed in the downtown area. The Strolling Vendor requires special approval from the Mason City RAGBRAI Committee. The Strolling Vending Fee is $100 (no booth space is included).
5-5-15: DECLINING PERMIT: For permits for July 27, 2022 and July 28, 2022, the Mason City RAGBRAI Committee shall approve all permits and have sole discretion to decline to issue a permit for any reason, provided, however, that no applicant for a permit shall be denied based upon any protected class of the applicant by law.
5-5-16: APPLICATION DEADLINE: All applications for vendor permits for July 27, 2022 and July 28, 2022 must be received no later than June 3, 2022. Applications received after this date are not ensured of approval and are subject to a $200 late fee. If your application is approved you must then contact the Cerro Gordo County Health Department at (641) 421-9335 to determine if you need a temporary county food license.
5-5-17: OUTDOOR ALCOHOLIC BEVERAGE GARDEN: The presence of 20,000 to 25,000 extra people in Mason City on July 27, 2022, many of whom may be consuming alcoholic beverages, has the potential to overwhelm local law enforcement personnel. The Mason City RAGBRAI Committee will apply for the necessary licenses and permits to operate an outdoor alcoholic beverage garden on July 27, 2022 and July 28, 2022. Businesses that have an existing liquor license for an outdoor beverage garden in the City of Mason City, Iowa, as of the date of approval of this Ordinance shall be permitted to operate such on July 27, 2022 within the space defined in their license. Those businesses that do not have an existing liquor license for an outdoor beverage garden in the City of Mason City, Iowa, as of the date of approval of this Ordinance will be required to comply with Sections 3 and 4 of this Ordinance in obtaining an outdoor alcoholic beverage garden permit for July 27, 2022.
5-5-18: OPEN CONTAINERS: The Mason City RAGBRAI Committee will designate a section in the downtown area that will allow for the public consumption of alcoholic beverages by legal age individuals as part of the designated beverage garden area. This area will be designated as the allowable legal age public consumption area.
5-5-19: GLASS CONTAINERS: To promote safety during RAGBRAI, all beverages sold in Mason City, Iowa, in the designated allowable legal age public consumption area by For-Profit and Non-Profit Booth permitted vendors on July 27, 2022 and until 10:00 a.m. on July 28, 2022, shall be sold in non-glass containers only. This requirement shall also apply to any existing business, restaurant, service station, grocery store or other establishment located in the designated allowable legal age public consumption area selling beverages on its premises in an outdoor setting open to the public on July 27, 2022 and until 10:00 a.m. on July 28, 2022.
5-5-20: MOTORIZED VEHICLES: The use of motorized vehicles such as golf carts or ATV’s, etc. are prohibited in event venue areas on July 27 and 28, 2022, as designated by the Mason City RAGBRAI Committee, unless specifically authorized by the Mason City RAGBRAI Committee or the City of Mason City for the dates of July 27, 2022 and July 28, 2022. The Mason City Police Department, Mason City Fire Department and Cerro Gordo County Emergency Management personnel in performance of official acts are exempt from this section.
5-5-21: ACTIVITY IN CITY PARKS*: The following information in this section ‘Activity in City Parks’ applies to July 27, 2022 and 28, 2022 only regarding RAGBRAI sanctioned activity in City Parks in the City of Mason City.
The presence of the large number of support vehicles accompanying RAGBRAI riders may necessitate the need to allow parking of vehicles off of established roads and ways in East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex Parks in Mason City. Sanctioned RAGBRAI vehicles will be allowed to park off of established roads and ways at these locations in Mason City Parks at the authorization and direction of the Mason City RAGBRAI Committee. Official RAGBRAI Support Entities and vendors approved by the Mason City RAGBRAI Committee will be allowed to transact business and to occupy a camp within the listed Mason City’s Parks. The use, possession or consumption of alcoholic beverage will be allowed in East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex in Mason City related to sanctioned RAGBRAI event activities. The curfew for the Mason City Parks of Central Park, East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex will be waived from 11:00 p.m. on July 27, 2022 until 6:00 a.m. on July 28, 2022. The Mason City RAGBRAI Committee may authorize the use and installation of temporary signage in the listed parks to direct RAGBRAI sanctioned participants to designated locations.

5-5-22: STOPPING, STANDING OR PARKING ON CITY STREETS: The presence of a large number of people, bicyclists, vehicles, and other visitors associated with the overnight stop of RAGBRAI in Mason City on July 27, 2022 may include situations where it may be necessary to stop, stand or park a vehicle upon any street including commercial vehicles, semitractor, semitrailer or combination thereof, two (2) or four (4) wheel trailer; motorized home; travel trailer; pickup coach; school bus, or school bus converted for recreational or other purposes for more than four (4) consecutive hours. The types of vehicles will be allowed to park at RAGBRAI sanctioned locations (including approved residential housing locations) for a period of more than four (4) consecutive hours beginning on July 27, 2022 until 5:00 p.m. on July 28, 2022. A situation may include the need to stop, stand or park vehicles for the purpose of loading or unloading of passengers or material in any place marked a loading zone during hours when regulations applicable to such loading zone are effective for a period not to exceed fifteen (15) minutes in RAGBRAI sanctioned areas (including approved residential housing locations). RAGBRAI sanctioned vehicles may be allowed to park for a period of more than fifteen (15) minutes at such loading zones beginning on July 27, 2022 until 5:00 p.m. July 28, 2022.
This section is contingent upon necessary public safety measures being followed and traffic not impeded in order to enhance the proper and safe flow of pedestrian, bicycle and vehicular traffic within the City limits of the City of Mason City. Any Mason City Police Officer in performance of official acts, or those at their direction, may determine the need to take steps pertaining to this section to remedy any situation where public safety measures are not being followed and/or if traffic is impeded.
5-5-23: SIGN ENCROACHMENT: This ordinance grants an encroachment for signage to be allowed in all City rights-of-way in the City of Mason City related to sanctioned RAGBRAI information for the RAGBRAI overnight event activities on July 27, 2022 and July 28, 2022 as authorized by the Mason City RAGBRAI Committee.
5-5-24: NUISANCE – VIOLATIONS: The sale of food or other merchandise or the erection of a temporary facility for the sale of food or other merchandise without a Mason City For-Profit Vendor Booth Permit or Non-Profit Vendor Booth Permit on July 27, 2022 and July 28, 2022 is in violation of this Chapter shall be considered a nuisance of the Municipal Code. If this type of nuisance is determined to exist by the Mason City RAGBRAI Committee, an emergency abatement procedure is hereby authorized and may be executed by any peace officer or those acting at their discretion by dismantling and removing the nuisance without notice. 5-5-25: STREET CLOSINGS: During the effective dates of this ordinance, various streets, alleys or roadways will be closed to ensure the safety or RAGBRAI riders. However, without prior Council approval, additional blocking of any city streets, alleys or roadways may be necessary, which any Mason City Police Officer in performance of official acts, or those at their direction, may place barricades or road blocks in any City street, alley or roadway to redirect vehicular traffic in order to enhance the proper and safe flow of bicycle and vehicular traffic within the City limits of the City of Mason City.
5-5-26: NOISE POLLUTION CONTROL ORDINANCE (SOUND VARIANCE): The Noise Pollution Control Ordinance is waived for sanctioned RAGBRAI activities beginning at 10:00 a.m. on July 27, 2022 until 1:00 a.m. on July 28, 2022 during the RAGBRAI overnight stay in Mason City on July 27, 2022.
5-5-27: AUTHORITY: Any and all issues and appeals regarding this ordinance will be brought to the local Mason City RAGBRAI Committee and the City of Mason City for resolution.
5-5-28: EFFECTIVE: The provisions of this Ordinance shall be effective from and after the final passage, approval and publication as provided by law by the Mason City City Council and remain in effect until 5:00 p.m. on July 28, 2022 with the exception to dates outlined in each section of this Ordinance.
Section 2: All previous ordinances or parts of such ordinances in conflict with provisions of this Ordinance are hereby repealed for the time period designated in sections of this Ordinance. Section 3: If any section, provision or part of this Ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole, or any section thereof, or part thereof, not adjudged invalid or unconstitutional. United States Pledges $600 Million to Combat Global Environmental Threats

On April 8, the United States pledged $600.8 million over the next four years to support the eighth replenishment of the Global Environment Facility (GEF-8). This is the United States’ largest GEF pledge ever. This pledge aligns with continuing U.S. priorities and supports the Biden-Harris Administration’s commitment to addressing climate change, conserving global carbon sinks and other critical ecosystems, and restoring the health of our ocean. The United States joined 28 other donors in collectively pledging more than $5 billion to support GEF-8, a nearly 30 percent increase over GEF-7.
The U.S. pledge will help protect tropical rainforests and other critical carbon sinks; address ocean plastics pollution; combat wildlife trafficking and illegal, unreported, and unregulated fishing; and reduce hazardous transboundary pollutants such as PCBs and mercury that can affect Americans’ health. In its Fiscal Year 2023 Budget, the Administration has requested $150.2 million for the GEF, as the first of four planned installments for the U.S. contribution to GEF-8.
The GEF is one of the world’s largest dedicated funders of projects and programs to improve the global environment. The United States supported the establishment of the GEF in 1991 and has contributed to all seven replenishments. Since its launch in 1991, the GEF has provided nearly $22 billion in grants and mobilized another $119 billion in co-financing to safeguard the global environment. The GEF is the world’s primary multilateral source of biodiversity finance and is the only multilateral environmental fund whose mandate is to achieve global environmental benefits across a diverse set of focal areas that also includes chemicals and waste, climate change mitigation, land degradation (including desertification and deforestation), and international waters. The GEF Partnership spans 184 member governments, 18 implementing agencies, more than 500 civil society organizations, international bodies and funds, and businesses from every major sector.

BE IT ORDAINED by the City Council of the City of Mason City, Iowa: Section 1: That the City Code of the City of Mason City, Iowa, should be and the same is hereby amended by repealing Subsections A and B(1) in Title 6, Chapter 1, Article A. Water Rates, Section 1: Rates and Charges Established, and adopting new Subsections A and B (1), in lieu thereof as follows:
The minimum monthly charge includes the administrative charge. Section 2: That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3: If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section thereof, or part thereof, not adjudged invalid or unconstitutional. The Agreement proposes that the City would sell the Development Property to Owner for $50,000, under the terms and conditions set forth in the Agreement.
The Agreement would obligate the Developer to construct certain Minimum Improvements, consisting of a multiresidential building containing 93 dwelling units, together with all related site improvements, on the Development Property, under the terms and following satisfaction of the conditions set forth in the Agreement. The Agreement proposes that the City would sell the Development Property to Owner for $50,000, under the terms and conditions set forth in the Agreement.
In order to comply with Iowa Code Section 403.8, the City has established reasonably competitive bidding procedures for the anticipated disposition of the Development Property and all persons interested in submitting a proposal to compete for the purchase of the Development Property may submit a proposal meeting the requirements set forth herein:
The Development Property offered for sale is legally described above.
In order to qualify for consideration for selection, each bidder must submit a proposal that contains terms no less favorable to the City than those set forth in the Agreement submitted by Developer and Owner, which Agreement is on file with the City Clerk, a copy of which is available by contacting the City Clerk’s office at (641) 421-3600.
In order to qualify for consideration for selection, each bidder must submit a proposal that provides for the bidder’s purchase of the Development Property at not less than fair value in accordance with Iowa Code Section 403.8. It is hereby determined, based on investigation by the City, that the Agreement’s proposed sale price for the Development Property of $50,000, taken in consideration with Developer’s and Owner’s obligations under the Agreement, is equal to or greater than fair value.
Written proposals for the purchase and redevelopment of the Development Property must be received by the City Clerk’s office at or before 12:00 PM (Noon) on May 24, 2022, by personal delivery or postal mail to City Hall, 10 First Street NW, Mason City, Iowa 50401.
Each qualifying competing proposal received will be publicly opened by the City Clerk or her designee in the City Clerk’s office at 12:00 P.M. (Noon) on May 24, 2022, and will be presented to the City Council during a public hearing at the Council meeting which begins at 7:00 P.M. at the Council meeting on June 7, 2022. The Council shall judge the strength of the proposals meeting the foregoing minimum requirements by the criteria set forth above and shall make the final evaluation and selection of a proposal.
In the event that no other qualified proposals are timely submitted, the City intends to enter into the Agreement with the Developer and Owner, and sell the Development Property to Owner on the terms proposed.
This notice is given by order of the City Council of the City of Mason City in the State of Iowa, as provided by Sections 364.6 and 403.8 of the Code of Iowa.

$800 Million in Additional U.S. Security Assistance for Ukraine

Against tremendous odds, with extraordinary courage, and in the face of Russia’s relentless brutality against civilians, Ukraine’s forces are regaining ground, as Russian forces retreat from Kyiv and the surrounding region. Still, Russia’s premeditated, unprovoked, unjustified, and brutal war against Ukraine is far from over. Russia is repositioning its forces for renewed attacks in eastern and southern Ukraine. The United States, its Allies and partners must take action now to surge additional military assistance as Ukraine prepares for the next phase in the fight for its freedom and its very future.
I have authorized, pursuant to a delegation from the President earlier today, a drawdown to provide immediate military assistance to Ukraine valued at up to $800 million. This authorization is the seventh drawdown of arms, equipment, and supplies from Department of Defense inventories for Ukraine since August 2021. This new package features a host of additional capabilities in response to the Ukrainian Government’s requests, including artillery, armored vehicles, helicopters, and Unmanned Coastal Defense Vessels, as well as engineering and field support equipment, in addition to supplementing anti-armor and anti-personnel capabilities, counter artillery, and air defense radars, tactical Unmanned Aerial Vehicles, body armor, and combat medical equipment.
Today’s authorization will bring the total U.S. security assistance commitment to Ukraine to more than $3.2 billion since the beginning of this Administration, and more than $2.5 billion since the beginning of Russia’s brutal assault against Ukraine began on February 24. In addition to what we have provided, more than 30 countries have joined us to deliver security assistance to Ukraine since Russia’s invasion began. Together, we are working around the clock to deliver security assistance every day, and we are expediting shipments of even more of the arms and defense equipment Ukraine needs to defend itself.
We remain in close contact with Ukraine and are supportive of President Zelenskyy’s commitment to engage in diplomacy that leads to Russia stopping its attacks and withdrawing its forces. We are focused on putting Ukraine in the strongest possible negotiating position by continuing to provide security assistance to help Ukraine defend itself and by increasing pressure on Putin by imposing severe costs on Russia. We and our Allies and partners will continue to provide security assistance, humanitarian aid, and economic support to Ukraine.
Russia has failed in its initial objective of capturing Kyiv and failed to subjugate Ukraine, but we cannot become complacent. The United States and the international community will make Putin’s war of choice a long-term strategic failure for the Kremlin.
Today, Gov. Kim Reynolds issued a disaster proclamation for seven counties in response to the April 12 severe weather. The governor’s proclamation allows state resources to be utilized to respond to, and recover from, the effects of this severe weather in Cerro Gordo, Hancock, Humboldt, Mitchell, Pocahontas, Winneshiek and Worth counties.
In addition, the proclamation activates the Iowa Individual Assistance Grant Program for qualifying residents, along with the Disaster Case Management Program, for the aforementioned seven counties. The Iowa Individual Assistance Grant Program provides grants of up to $5,000 for households with incomes up to 200 percent of the federal poverty level for a family of three. Grants are available for home or car repairs, replacement of clothing or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Human Services website at https://dhs.iowa.gov/disaster-assistance-programs. Potential applicants have 45 days from the date of the proclamation to submit a claim.
The Disaster Case Management Program addresses serious needs related to disaster-related hardship, injury, or adverse conditions. Disaster case managers work with clients to create a disaster recovery plan and provide guidance, advice, and referral to obtain a service or resource. There are no income eligibility requirements for this program; it closes 180 days from the date of the governor’s proclamation. For information on the Disaster Case Management Program, contact your local community action association or visit http://www.iowacommunityaction.org.

Cerro Gordo County Treasurer Pat Wright has announced that the Iowa Property Tax Credit Claims for real estate, mobile home and special assessments are available.
Those taxpayers 65 years of age or older by December 31, 2021, or those taxpayers totally disabled and 18 years of age or older by December 31, 2021, are eligible to file a claim if their total household income is less than $24,354 for the year 2021. Disabled applicants are required to submit a copy of form SSA-1099-Social Security Benefit Statement when making application for credit. A claim for property tax credit may be filed on behalf of a deceased person, by the person’s spouse, attorney, guardian, or administrator.
Property tax credit forms are available in the Treasurer’s office, or the Cerro Gordo County website at http://www.cgcounty.org, under “Spotlight”.
Today, Gov. Kim Reynolds signed a proclamation relating to the weight limits and hours of service requirements for the transportation of crop inputs for planting season.
“Unprecedented economic and foreign policy challenges have disrupted the food supply chain and worsened the inflation we are seeing across the country,” said Gov. Reynolds. “But Iowa farmers stand ready to answer the call, as they have always done. This Proclamation is intended to help our farmers meet this global challenge by providing regulatory relief for the transportation of crop inputs necessary for a timely and successful planting season.”
The proclamation is effective immediately and continues through May 11, 2022. The proclamation allows vehicles transporting corn, soybeans, other agricultural seed, water, herbicide, pesticide, fertilizer (dry, liquid, and gas), manure (dry and liquid), gasoline, diesel #1, diesel #2, ethanol, and biodiesel to be overweight (not exceeding 90,000 pounds gross weight) without a permit for the duration of this proclamation.
This proclamation applies to loads transported on all highways within Iowa (excluding the interstate system) and those which do not exceed a maximum of 90,000 pounds gross weight, do not exceed the maximum axle weight limit determined under the non-primary highway maximum gross weight table in Iowa Code § 321.463 (6) (b), by more than 12.5 percent, do not exceed the legal maximum axle weight limit of 20,000 pounds, and comply with posted limits on roads and bridges.
White House press secretary Jen Psaki confirmed that illegal immigrants are being given free smartphones in order for Immigration and Customs Enforcement to track them more easily.
“On March 31, the Department of the Interior announced a $420 million investment in clean water in Iowa, Minnesota, Montana, New Mexico, North Dakota and South Dakota. Russia’s Suspension from the UN Human Rights Council

By suspending Russia from the UN Human Rights Council, countries around the world chose to hold Moscow to account today for gross and systematic violations of human rights in its premeditated, unprovoked, and unjustified war of choice against Ukraine. We have seen growing evidence of Russia’s brutal disregard for international law and human rights in Ukraine, most notably in the death and devastation it has caused in communities such as Bucha, Irpin, and Mariupol. The atrocities the world has witnessed appear to be further evidence of war crimes, which serves as another indication that Russia has no place in a body whose primary purpose is to promote respect for human rights. As I said earlier today, today a wrong has been righted.
The world is sending another clear signal that Russia must immediately and unconditionally cease its war of aggression against Ukraine and honor the principles enshrined in the UN Charter. The international community will continue to hold Russia to account, and the United States will continue to stand with the people of Ukraine as they fight for their sovereignty, democracy, and freedom.

I would like to start off by addressing the missile strike by Russia’s forces that reportedly killed at least 50 civilians and injured many more at the Kramatorsk railway station in eastern Ukraine, where thousands of civilians were on a platform waiting to be evacuated. I want to express our deep condolences to the families of those killed or injured, and to the people of Ukraine who continue to suffer terribly from the Russian Government’s unprovoked, unjustified, and brutal war.
We are horrified by this latest atrocity, but we can no longer be surprised by the Kremlin’s repugnant disregard for human life. This is just yet another example of the Russian Government’s unjustified, brutal war sowing senseless death and destruction in Ukraine, and unraveling the fabric of normal life on schools, on homes, on hospitals, and on workplaces. Civilians are killed when they stay in their homes, and they’re killed when they tried to leave. Actions like these demonstrate why Russia did not belong on the UN Human Rights Council, and they also reinforced the U.S. assessment that members of Russian – Russia’s forces are committing war crimes in Ukraine.
This tragedy has also further increased our resolve to do everything we can to assist those investigating potential war crimes, see those responsible held accountable for atrocities, and support the people of Ukraine in their just cause: the defense of their country, their democracy, and their free and sovereign future.

MS PORTER: Thanks, Cindy. Let me just say very bluntly there is absolutely no truth to these allegations. Of course, we continue to follow these developments, and we respect and support Pakistan’s constitutional process and rule of law. But again, these allegations are absolutely not true.

QUESTION: Thank you so much. Good morning. Good morning, everyone, and a Happy Friday. Thank you for taking my call. I am asking regarding the situation, as you know, that’s in East Africa, Ethiopia. I don’t know if you know, but there was – a meeting took place between the second in command on Ethiopian military and Eritrean. And so do you know any information or have you heard on – or do you want to comment on regarding the general who visited Eritrea with the state – given the statements on state media and Ethiopian TV that they are preparing to do a second phase there to invade Tigray, as we speak? Do you have any comment on that?
The second one I have: Have you seen the Human Rights and Amnesty International released about the (inaudible) was taken based on their statements, ethnic cleansing and what have you, on – for the neighboring state, for Amhara militants or vigilantes, and they were – and western Tigray, which is still occupied by Eritreans and by the – with the Amhara? So what is your comments on that statement and also on the general, the second in command in Ethiopia, that made the statements on they are heading to the second phase, even as there’s a ceasefire according to Ethiopian Government, and also on the human – that was my question, but if you have any comments on World Food Program. They’re still having issues for delivering food. Only 26 trucks head on to Tigray. What’s your comment on that too? And thank you so much, appreciate it.
MS PORTER: Thank you for all of those robust questions. I’ll do my best to give you an overview of what we have from here. I’ll just start off by saying that we certainly welcome the humanitarian truce in Tigray.
Second, to your question on the joint Human Rights report and Amnesty International report, we’re certainly aware of these reports on ethnically motivated atrocities committed by Amhara authorities in the western Tigray and in Ethiopia, and we also reiterate our grave concerns over findings in this report, which we will carefully review. In fact, we have some principals in the building, including Under Secretary Zeya, who is our Under Secretary for Civilian Security, Democracy and Human Rights, along with our Ambassador-at-Large for Global Criminal Justice Beth Van Schaack, and a couple other principals in our department are actually meeting with representatives of Human Rights Watch and Amnesty International today to hear more about this report.
I’ll also say that the U.S. has consistently called out human rights abuses by all armed actors in this conflict, and we will continue to do this. Victims deserve justice, and those responsible for these abuses must be held accountable through transparent and inclusive processes.

QUESTION: Hi, Jalina. Thank you for taking my question. Secretary Blinken on I believe it was March 23rd said that the State Department determined the Russians had committed war crimes in Ukraine. When do you intend to release those assessments of specific determinations of war crimes?
MS PORTER: Thanks, Laura. Well, we certainly don’t have a timeline for this. But I’ll say that we continue to investigate Russia’s ongoing and unprovoked, unjustified war against Ukraine. But we have no – nothing to preview as far as timelines.

QUESTION: Thank you, Jalina, for taking my question. Can you hear me?
MS PORTER: Yes, I can hear you.
QUESTION: Great. The nominee for ambassador to South Korea, Ambassador Phillip Goldberg, at the Senate nomination hearing yesterday said comprehensive, verifiable, irreversible denuclearization are goals in – when it comes to North Korea. So is comprehensible, verifiable, irreversible denuclearization the Biden administration’s official term for describing the goal in negotiations with North Korea? Is the Biden administration officially replacing “complete” with “comprehensive” in defining this goal?
MS PORTER: Thanks for your question, Eunjong. We have no change – the Biden-Harris administration has no change in our policy, and we continue to urge the DPRK to refrain from further destabilizing activities and of course instead choose to engage in serious and sustained dialogue.
Let’s go over to Jenny Hansler.
QUESTION: Hi, Jalina. Thanks for calling on me. The Ukrainian foreign minister just called for Russia to be expelled from the OSCE, saying that if the OSCE lacks an appropriate suspension mechanism, then they should set up a process to get them out. Does the U.S. support suspending Russia from the OSCE or creating a mechanism to do so?
And then secondly, do you have an update on the American citizens detained in Russia? Thanks.
MS PORTER: Thanks, Jenny. To your first question on the OSCE, I’m learning about that in real time so we don’t have anything to respond to at the moment.
But what I will say about – to your second question, of course, is our top priority is and has always been the safety and the security of Americans overseas, and we continue to engage the Russian Government on cases of Americans who are currently detained.
Let’s go over to Conor Finnegan.
QUESTION: Hey, Jalina. Two questions on – just following up on what you said at the top about the strike on the train station in Kramatorsk. First, you said it reinforces the assessment that Russia is committing war crimes. Are you calling this strike a war crime?
And then second, you attributed it to Russia. The Kremlin has obviously denied responsibility. Just wondering if you will respond to their denial. Any more information you can provide on why you are attributing it to them? Thank you.
MS PORTER: Thanks, Conor. I’ll say, to your question on the war crime question, assessing individual criminal liability in specific cases is the responsibility of courts as well as other investigatory bodies. But as the Secretary, Secretary Blinken, has said, those responsible for war crimes and other atrocities committed in Ukraine will be held to account. We won’t make any public comments on our war crimes assessment of specific acts or reports, nor discuss any information that’s reviewed at this time.
And then to your second question on a response – yeah, we just don’t have a response to give at this time.
Let’s go over to Joseph Akbush.
QUESTION: Hi, Jalina. Thanks for this. Two questions. One, is there any comment on the two attacks which targeted U.S. servicemembers in Syria and Iraq over the last two days, I guess? And on that note, any updates to the Vienna talks?
And then my second question is on Ukraine. And are there still – is the U.S. still concerned about China providing military support to Russia or circumventing international sanctions? Thank you.
MS PORTER: Thanks, Joseph. So for your first question, I would have to refer you to the DOD. To your second question on any updates in – on the status of talks and Iran, we don’t have any updates to share at this time other than it’s obviously been a significant process, but an agreement is neither imminent nor certain at this time.
And to your last question on Chinese military to assist the Russians, I think we’ve been pretty clear on our stance when it comes to any support in this activity, and that hasn’t changed at this time.

QUESTION: Hi, Jalina. One follow-up for you on Iran. Can you say whether the Biden administration shares General Milley’s view that the IRGC’s Qods Force specifically should remain on the U.S. list of terror organizations?
MS PORTER: Thanks, Elizabeth. I’d say that the President shares the chairman’s view that IRGC Qods Forces are terrorists, and beyond that we aren’t going to comment on any of the topics in the nuclear talks. But what I would say is out of the 107 Biden administration designations in relation to Iran, 86 have specifically targeted the IRGC-related persons as well as affiliates.

The United States and over 30 allies and partners across the world have levied the most impactful, coordinated, and wide-ranging economic restrictions in history in response to the Russian government’s war against Ukraine. Today, we take additional actions to raise the economic cost on President Putin. We are imposing blocking sanctions on two Russian state-owned enterprises: Joint Stock Company United Shipbuilding Corporation (USC), as well as 28 USC subsidiaries and eight members of the USC board of directors; and Public Joint Stock Company Alrosa.
USC is one of Russia’s largest state-owned enterprises, and it developed and constructed the warships that have bombarded Ukraine’s cities. Alrosa is a diamond-mining company, controlled by the Russian government, the proceeds of which help to finance the Russian government’s war and atrocities against Ukraine.
Our actions today, alongside the actions we have taken since the beginning of President Putin’s brutal and unjustified war in Ukraine, are designed to reinforce each other and intensify over time. We remain committed to Ukraine’s sovereignty and territorial integrity and condemn Russia’s atrocities and disregard for life. We support accountability for the Kremlin’s wrongdoing in this war of choice. Congress recently approved and President Biden signed into law a bipartisan $1.5 trillion omnibus spending bill to fund the government through September of this year. The omnibus funding package also provided $3.8 billion for LIHEAP nationally, a $50 million increase over fiscal year 2021 to help low-income Americans with their heating and cooling bills.
In 2021 alone, LIHEAP helped over 203,000 households in Iowa and Wisconsin with over $82M dollars in funds – an average of $426 per household. Additionally last year, 16,912 Alliant Energy Iowa customer households were approved for LIHEAP benefits and $7.9M in funds were distributed. There were 74,600 total Iowa households that received LIHEAP benefits in 2021 and $31M in funds were distributed, with $455 as the average distributed per household. 5-5-1 PURPOSE: This ordinance is created and enacted to help City officials and citizen deal with the public health and safety problems created by the infusion of a large number of people into the City of Mason City when the Des Moines Register’s Annual Great Bicycle Ride Across Iowa™ (RAGBRAI®) arrives in the City of Mason City on Wednesday, July 27, 2022 and departs on July 28, 2022. It is estimated that the City of Mason City’s population of 27,338 will have an additional 20,000-25,000 visitors in the community during this time period. The arrival of these additional visiting guests in Mason City will cause public safety logistic and health related challenges. The purpose of this ordinance is to address some of those public safety logistics and health related challenges.
5-5-2: DEFINITIONS:
5-5-3: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH – PERMIT REQUIRED: No for-profit person shall provide or sell food or goods to the public in Mason City, Iowa on July 27, 2022 or July 28, 2022 at a location other than their regularly-established place of business unless said person shall first obtain a For-Profit Vendor (food/non-food) Booth Permit from the Mason City RAGBRAI Committee through the Main Street Mason City office located in the North Iowa Commerce Center at 9 North Federal Avenue, Mason City, Iowa. The Mason City RAGBRAI Food and Vendor Committee shall approve all permits.
5-5-4: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH FEE SCHEDULE: The fee for a For-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall be $600.
5-5-5: FOR-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH LOCATION: A vendor who has been granted a Mason City For-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall locate its temporary sale facility at a location, and only at that location, to be determined by the official Mason City RAGBRAI Committee. The Mason City RAGBRAI Food and Vendor Committee shall approve all permits.
5-5-7: NON-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH FEE SCHEDUL: The fee for a Non-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall be $350.
5-5-8: NON-PROFIT VENDOR (FOOD/NON-FOOD) BOOTH LOCATION: A vendor who has been granted a Mason City Non-Profit Vendor (Food/Non-Food) Booth Permit for July 27, 2022 or July 28, 2022 shall locate its temporary sale facility at a location, and only at that location, to be determined by the official Mason City RAGBRAI Committee. The size of the booth will be 15’ x 20’ each and all items must be within the space or a 2nd space must be purchased.
5-5-9: ELECTRICAL SERVICE: The fee for providing electrical service to each vendor booth for July 27, 2022 and/or July 28, 2022 shall be $50 per booth. Additional charges may apply if more than basic electrical needs are requested.
5-5-10: TEMPORARY COUNTY LICENSE: A person issued a for-profit or non-profit vendor (food/non-food) booth permit for July 27, 2022 or July 28, 2022 pursuant to this Ordinance shall contact the Cerro Gordo County Health Department at (641) 421-9335 to determine if a temporary county license is needed.
5-5-11: INSURANCE: All vendors will be required to show proof of liability insurance for operations for July 27, 2022 or July 28, 2022. A copy of the insurance policy must be on file with Main Street Mason City.
5-5-12: HEALTH REGULATIONS: A person issued a for-profit or non-profit vendor (food/non-food) booth permit for July 27, 2022 or July 28, 2022 pursuant to this Ordinance shall comply with the Iowa Department of Health and Cerro Gordo County Department of Health rules and regulations governing the sale and dispensing of food for consumption on the premises and with the Iowa Department of Revenue and Finance Rules and Regulations governing sales, including obtaining appropriate permits, pertaining to the sale and dispensing of food for consumption on its premises.
5-5-13: REFUNDABLE CLEANUP DEPOSIT: Permitted for-profit and non-profit vendors for July 27, 2022 or July 28, 2022 shall pay, at the time of application, a $100 refundable deposit. If cleanup of the site is approved, the deposit will be refunded.
5-5-14: STROLLING VENDING FEE: A person using a ‘strolling’ (non-motorized) method of distribution while walking or biking and selling non-alcoholic beverages and/or prepackaged snacks (i.e. candy, cookies) in rider-populated camping areas requires payment of a fee to be a strolling vendor. No strolling vendors will be allowed in the downtown area. The Strolling Vendor requires special approval from the Mason City RAGBRAI Committee. The Strolling Vending Fee is $100 (no booth space is included).
5-5-15: DECLINING PERMIT: For permits for July 27, 2022 and July 28, 2022, the Mason City RAGBRAI Committee shall approve all permits and have sole discretion to decline to issue a permit for any reason, provided, however, that no applicant for a permit shall be denied based upon any protected class of the applicant by law.
5-5-16: APPLICATION DEADLINE: All applications for vendor permits for July 27, 2022 and July 28, 2022 must be received no later than June 3, 2022. Applications received after this date are not ensured of approval and are subject to a $200 late fee. If your application is approved you must then contact the Cerro Gordo County Health Department at (641) 421-9335 to determine if you need a temporary county food license.
5-5-17: OUTDOOR ALCOHOLIC BEVERAGE GARDEN: The presence of 20,000 to 25,000 extra people in Mason City on July 27, 2022, many of whom may be consuming alcoholic beverages, has the potential to overwhelm local law enforcement personnel. The Mason City RAGBRAI Committee will apply for the necessary licenses and permits to operate an outdoor alcoholic beverage garden on July 27, 2022 and July 28, 2022. Businesses that have an existing liquor license for an outdoor beverage garden in the City of Mason City, Iowa, as of the date of approval of this Ordinance shall be permitted to operate such on July 27, 2022 within the space defined in their license. Those businesses that do not have an existing liquor license for an outdoor beverage garden in the City of Mason City, Iowa, as of the date of approval of this Ordinance will be required to comply with Sections 3 and 4 of this Ordinance in obtaining an outdoor alcoholic beverage garden permit for July 27, 2022.
5-5-18: OPEN CONTAINERS: The Mason City RAGBRAI Committee will designate a section in the downtown area that will allow for the public consumption of alcoholic beverages by legal age individuals as part of the designated beverage garden area. This area will be designated as the allowable legal age public consumption area.
5-5-19: GLASS CONTAINERS: To promote safety during RAGBRAI, all beverages sold in Mason City, Iowa, in the designated allowable legal age public consumption area by For-Profit and Non-Profit Booth permitted vendors on July 27, 2022 and until 10:00 a.m. on July 28, 2022, shall be sold in non-glass containers only. This requirement shall also apply to any existing business, restaurant, service station, grocery store or other establishment located in the designated allowable legal age public consumption area selling beverages on its premises in an outdoor setting open to the public on July 27, 2022 and until 10:00 a.m. on July 28, 2022.
5-5-20: MOTORIZED VEHICLES: The use of motorized vehicles such as golf carts or ATV’s, etc. are prohibited in event venue areas on July 27 and 28, 2022, as designated by the Mason City RAGBRAI Committee, unless specifically authorized by the Mason City RAGBRAI Committee or the City of Mason City for the dates of July 27, 2022 and July 28, 2022. The Mason City Police Department, Mason City Fire Department and Cerro Gordo County Emergency Management personnel in performance of official acts are exempt from this section.
5-5-21: ACTIVITY IN CITY PARKS*: The following information in this section ‘Activity in City Parks’ applies to July 27, 2022 and 28, 2022 only regarding RAGBRAI sanctioned activity in City Parks in the City of Mason City.
The presence of the large number of support vehicles accompanying RAGBRAI riders may necessitate the need to allow parking of vehicles off of established roads and ways in East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex Parks in Mason City. Sanctioned RAGBRAI vehicles will be allowed to park off of established roads and ways at these locations in Mason City Parks at the authorization and direction of the Mason City RAGBRAI Committee. Official RAGBRAI Support Entities and vendors approved by the Mason City RAGBRAI Committee will be allowed to transact business and to occupy a camp within the listed Mason City’s Parks. The use, possession or consumption of alcoholic beverage will be allowed in East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex in Mason City related to sanctioned RAGBRAI event activities. The curfew for the Mason City Parks of Central Park, East Park, West Park, Parker’s Woods and Muse-Norris Softball Complex will be waived from 11:00 p.m. on July 27, 2022 until 6:00 a.m. on July 28, 2022. The Mason City RAGBRAI Committee may authorize the use and installation of temporary signage in the listed parks to direct RAGBRAI sanctioned participants to designated locations.
*Section 21 of this Ordinance approved by the Park and Recreation Board at its regular meeting on Tuesday, April 12, 2022.
5-5-22: STOPPING, STANDING OR PARKING ON CITY STREETS: The presence of a large number of people, bicyclists, vehicles, and other visitors associated with the overnight stop of RAGBRAI in Mason City on July 27, 2022 may include situations where it may be necessary to stop, stand or park a vehicle upon any street including commercial vehicles, semitractor, semitrailer or combination thereof, two (2) or four (4) wheel trailer; motorized home; travel trailer; pickup coach; school bus, or school bus converted for recreational or other purposes for more than four (4) consecutive hours. The types of vehicles will be allowed to park at RAGBRAI sanctioned locations (including approved residential housing locations) for a period of more than four (4) consecutive hours beginning on July 27, 2022 until 5:00 p.m. on July 28, 2022. A situation may include the need to stop, stand or park vehicles for the purpose of loading or unloading of passengers or material in any place marked a loading zone during hours when regulations applicable to such loading zone are effective for a period not to exceed fifteen (15) minutes in RAGBRAI sanctioned areas (including approved residential housing locations). RAGBRAI sanctioned vehicles may be allowed to park for a period of more than fifteen (15) minutes at such loading zones beginning on July 27, 2022 until 5:00 p.m. July 28, 2022.
This section is contingent upon necessary public safety measures being followed and traffic not impeded in order to enhance the proper and safe flow of pedestrian, bicycle and vehicular traffic within the City limits of the City of Mason City. Any Mason City Police Officer in performance of official acts, or those at their direction, may determine the need to take steps pertaining to this section to remedy any situation where public safety measures are not being followed and/or if traffic is impeded.
5-5-23: SIGN ENCROACHMENT: This ordinance grants an encroachment for signage to be allowed in all City rights-of-way in the City of Mason City related to sanctioned RAGBRAI information for the RAGBRAI overnight event activities on July 27, 2022 and July 28, 2022 as authorized by the Mason City RAGBRAI Committee.
5-5-24: NUISANCE – VIOLATIONS: The sale of food or other merchandise or the erection of a temporary facility for the sale of food or other merchandise without a Mason City For-Profit Vendor Booth Permit or Non-Profit Vendor Booth Permit on July 27, 2022 and July 28, 2022 is in violation of this Chapter shall be considered a nuisance of the Municipal Code. If this type of nuisance is determined to exist by the Mason City RAGBRAI Committee, an emergency abatement procedure is hereby authorized and may be executed by any peace officer or those acting at their discretion by dismantling and removing the nuisance without notice.
5-5-25: STREET CLOSINGS: During the effective dates of this ordinance, various streets, alleys or roadways will be closed to ensure the safety or RAGBRAI riders. However, without prior Council approval, additional blocking of any city streets, alleys or roadways may be necessary, which any Mason City Police Officer in performance of official acts, or those at their direction, may place barricades or road blocks in any City street, alley or roadway to redirect vehicular traffic in order to enhance the proper and safe flow of bicycle and vehicular traffic within the City limits of the City of Mason City.

United States Pledges $600 Million to Combat Global Environmental Threats

On April 8, the United States pledged $600.8 million over the next four years to support the eighth replenishment of the Global Environment Facility (GEF-8). This is the United States’ largest GEF pledge ever. This pledge aligns with continuing U.S. priorities and supports the Biden-Harris Administration’s commitment to addressing climate change, conserving global carbon sinks and other critical ecosystems, and restoring the health of our ocean. The United States joined 28 other donors in collectively pledging more than $5 billion to support GEF-8, a nearly 30 percent increase over GEF-7.
The U.S. pledge will help protect tropical rainforests and other critical carbon sinks; address ocean plastics pollution; combat wildlife trafficking and illegal, unreported, and unregulated fishing; and reduce hazardous transboundary pollutants such as PCBs and mercury that can affect Americans’ health. In its Fiscal Year 2023 Budget, the Administration has requested $150.2 million for the GEF, as the first of four planned installments for the U.S. contribution to GEF-8.
The GEF is one of the world’s largest dedicated funders of projects and programs to improve the global environment. The United States supported the establishment of the GEF in 1991 and has contributed to all seven replenishments. Since its launch in 1991, the GEF has provided nearly $22 billion in grants and mobilized another $119 billion in co-financing to safeguard the global environment. The GEF is the world’s primary multilateral source of biodiversity finance and is the only multilateral environmental fund whose mandate is to achieve global environmental benefits across a diverse set of focal areas that also includes chemicals and waste, climate change mitigation, land degradation (including desertification and deforestation), and international waters. The GEF Partnership spans 184 member governments, 18 implementing agencies, more than 500 civil society organizations, international bodies and funds, and businesses from every major sector.

$800 Million in Additional U.S. Security Assistance for Ukraine

Against tremendous odds, with extraordinary courage, and in the face of Russia’s relentless brutality against civilians, Ukraine’s forces are regaining ground, as Russian forces retreat from Kyiv and the surrounding region. Still, Russia’s premeditated, unprovoked, unjustified, and brutal war against Ukraine is far from over. Russia is repositioning its forces for renewed attacks in eastern and southern Ukraine. The United States, its Allies and partners must take action now to surge additional military assistance as Ukraine prepares for the next phase in the fight for its freedom and its very future.
I have authorized, pursuant to a delegation from the President earlier today, a drawdown to provide immediate military assistance to Ukraine valued at up to $800 million. This authorization is the seventh drawdown of arms, equipment, and supplies from Department of Defense inventories for Ukraine since August 2021. This new package features a host of additional capabilities in response to the Ukrainian Government’s requests, including artillery, armored vehicles, helicopters, and Unmanned Coastal Defense Vessels, as well as engineering and field support equipment, in addition to supplementing anti-armor and anti-personnel capabilities, counter artillery, and air defense radars, tactical Unmanned Aerial Vehicles, body armor, and combat medical equipment.
Today’s authorization will bring the total U.S. security assistance commitment to Ukraine to more than $3.2 billion since the beginning of this Administration, and more than $2.5 billion since the beginning of Russia’s brutal assault against Ukraine began on February 24. In addition to what we have provided, more than 30 countries have joined us to deliver security assistance to Ukraine since Russia’s invasion began. Together, we are working around the clock to deliver security assistance every day, and we are expediting shipments of even more of the arms and defense equipment Ukraine needs to defend itself.
We remain in close contact with Ukraine and are supportive of President Zelenskyy’s commitment to engage in diplomacy that leads to Russia stopping its attacks and withdrawing its forces. We are focused on putting Ukraine in the strongest possible negotiating position by continuing to provide security assistance to help Ukraine defend itself and by increasing pressure on Putin by imposing severe costs on Russia. We and our Allies and partners will continue to provide security assistance, humanitarian aid, and economic support to Ukraine.
Russia has failed in its initial objective of capturing Kyiv and failed to subjugate Ukraine, but we cannot become complacent. The United States and the international community will make Putin’s war of choice a long-term strategic failure for the Kremlin.
Today, Gov. Kim Reynolds issued a disaster proclamation for seven counties in response to the April 12 severe weather. The governor’s proclamation allows state resources to be utilized to respond to, and recover from, the effects of this severe weather in Cerro Gordo, Hancock, Humboldt, Mitchell, Pocahontas, Winneshiek and Worth counties.
In addition, the proclamation activates the Iowa Individual Assistance Grant Program for qualifying residents, along with the Disaster Case Management Program, for the aforementioned seven counties. The Iowa Individual Assistance Grant Program provides grants of up to $5,000 for households with incomes up to 200 percent of the federal poverty level for a family of three. Grants are available for home or car repairs, replacement of clothing or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Human Services website at https://dhs.iowa.gov/disaster-assistance-programs. Potential applicants have 45 days from the date of the proclamation to submit a claim.
The Disaster Case Management Program addresses serious needs related to disaster-related hardship, injury, or adverse conditions. Disaster case managers work with clients to create a disaster recovery plan and provide guidance, advice, and referral to obtain a service or resource. There are no income eligibility requirements for this program; it closes 180 days from the date of the governor’s proclamation. For information on the Disaster Case Management Program, contact your local community action association or visit http://www.iowacommunityaction.org.

Cerro Gordo County Treasurer Pat Wright has announced that the Iowa Property Tax Credit Claims for real estate, mobile home and special assessments are available.
Those taxpayers 65 years of age or older by December 31, 2021, or those taxpayers totally disabled and 18 years of age or older by December 31, 2021, are eligible to file a claim if their total household income is less than $24,354 for the year 2021. Disabled applicants are required to submit a copy of form SSA-1099-Social Security Benefit Statement when making application for credit. A claim for property tax credit may be filed on behalf of a deceased person, by the person’s spouse, attorney, guardian, or administrator.
Property tax credit forms are available in the Treasurer’s office, or the Cerro Gordo County website at http://www.cgcounty.org, under “Spotlight”.
Today, Gov. Kim Reynolds signed a proclamation relating to the weight limits and hours of service requirements for the transportation of crop inputs for planting season.
“Unprecedented economic and foreign policy challenges have disrupted the food supply chain and worsened the inflation we are seeing across the country,” said Gov. Reynolds. “But Iowa farmers stand ready to answer the call, as they have always done. This Proclamation is intended to help our farmers meet this global challenge by providing regulatory relief for the transportation of crop inputs necessary for a timely and successful planting season.”
The proclamation is effective immediately and continues through May 11, 2022. The proclamation allows vehicles transporting corn, soybeans, other agricultural seed, water, herbicide, pesticide, fertilizer (dry, liquid, and gas), manure (dry and liquid), gasoline, diesel #1, diesel #2, ethanol, and biodiesel to be overweight (not exceeding 90,000 pounds gross weight) without a permit for the duration of this proclamation.
This proclamation applies to loads transported on all highways within Iowa (excluding the interstate system) and those which do not exceed a maximum of 90,000 pounds gross weight, do not exceed the maximum axle weight limit determined under the non-primary highway maximum gross weight table in Iowa Code § 321.463 (6) (b), by more than 12.5 percent, do not exceed the legal maximum axle weight limit of 20,000 pounds, and comply with posted limits on roads and bridges.

By suspending Russia from the UN Human Rights Council, countries around the world chose to hold Moscow to account today for gross and systematic violations of human rights in its premeditated, unprovoked, and unjustified war of choice against Ukraine. We have seen growing evidence of Russia’s brutal disregard for international law and human rights in Ukraine, most notably in the death and devastation it has caused in communities such as Bucha, Irpin, and Mariupol. The atrocities the world has witnessed appear to be further evidence of war crimes, which serves as another indication that Russia has no place in a body whose primary purpose is to promote respect for human rights. As I said earlier today, today a wrong has been righted.
The world is sending another clear signal that Russia must immediately and unconditionally cease its war of aggression against Ukraine and honor the principles enshrined in the UN Charter. I would like to start off by addressing the missile strike by Russia’s forces that reportedly killed at least 50 civilians and injured many more at the Kramatorsk railway station in eastern Ukraine, where thousands of civilians were on a platform waiting to be evacuated. I want to express our deep condolences to the families of those killed or injured, and to the people of Ukraine who continue to suffer terribly from the Russian Government’s unprovoked, unjustified, and brutal war.
We are horrified by this latest atrocity, but we can no longer be surprised by the Kremlin’s repugnant disregard for human life. This is just yet another example of the Russian Government’s unjustified, brutal war sowing senseless death and destruction in Ukraine, and unraveling the fabric of normal life on schools, on homes, on hospitals, and on workplaces. Civilians are killed when they stay in their homes, and they’re killed when they tried to leave. Actions like these demonstrate why Russia did not belong on the UN Human Rights Council, and they also reinforced the U.S. assessment that members of Russian – Russia’s forces are committing war crimes in Ukraine.
This tragedy has also further increased our resolve to do everything we can to assist those investigating potential war crimes, see those responsible held accountable for atrocities, and support the people of Ukraine in their just cause: the defense of their country, their democracy, and their free and sovereign future.

And so do you know any information or have you heard on – or do you want to comment on regarding the general who visited Eritrea with the state – given the statements on state media and Ethiopian TV that they are preparing to do a second phase there to invade Tigray, as we speak? Do you have any comment on that?
The second one I have: Have you seen the Human Rights and Amnesty International released about the (inaudible) was taken based on their statements, ethnic cleansing and what have you, on – for the neighboring state, for Amhara militants or vigilantes, and they were – and western Tigray, which is still occupied by Eritreans and by the – with the Amhara? So what is your comments on that statement and also on the general, the second in command in Ethiopia, that made the statements on they are heading to the second phase, even as there’s a ceasefire according to Ethiopian Government, and also on the human – that was my question, but if you have any comments on World Food Program. They’re still having issues for delivering food. Only 26 trucks head on to Tigray. What’s your comment on that too? And thank you so much, appreciate it.
MS PORTER: Thank you for all of those robust questions. I’ll do my best to give you an overview of what we have from here. I’ll just start off by saying that we certainly welcome the humanitarian truce in Tigray.
Second, to your question on the joint Human Rights report and Amnesty International report, we’re certainly aware of these reports on ethnically motivated atrocities committed by Amhara authorities in the western Tigray and in Ethiopia, and we also reiterate our grave concerns over findings in this report, which we will carefully review. In fact, we have some principals in the building, including Under Secretary Zeya, who is our Under Secretary for Civilian Security, Democracy and Human Rights, along with our Ambassador-at-Large for Global Criminal Justice Beth Van Schaack, and a couple other principals in our department are actually meeting with representatives of Human Rights Watch and Amnesty International today to hear more about this report.
I’ll also say that the U.S. has consistently called out human rights abuses by all armed actors in this conflict, and we will continue to do this. Victims deserve justice, and those responsible for these abuses must be held accountable through transparent and inclusive processes.

MS PORTER: Thanks, Laura. Well, we certainly don’t have a timeline for this. But I’ll say that we continue to investigate Russia’s ongoing and unprovoked, unjustified war against Ukraine. But we have no – nothing to preview as far as timelines.

QUESTION: Great. The nominee for ambassador to South Korea, Ambassador Phillip Goldberg, at the Senate nomination hearing yesterday said comprehensive, verifiable, irreversible denuclearization are goals in – when it comes to North Korea. So is comprehensible, verifiable, irreversible denuclearization the Biden administration’s official term for describing the goal in negotiations with North Korea? Is the Biden administration officially replacing “complete” with “comprehensive” in defining this goal?
MS PORTER: Thanks for your question, Eunjong. We have no change – the Biden-Harris administration has no change in our policy, and we continue to urge the DPRK to refrain from further destabilizing activities and of course instead choose to engage in serious and sustained dialogue.

QUESTION: Hi, Jalina. Thanks for calling on me. The Ukrainian foreign minister just called for Russia to be expelled from the OSCE, saying that if the OSCE lacks an appropriate suspension mechanism, then they should set up a process to get them out. Does the U.S. support suspending Russia from the OSCE or creating a mechanism to do so?
And then secondly, do you have an update on the American citizens detained in Russia? Thanks.
MS PORTER: Thanks, Jenny. To your first question on the OSCE, I’m learning about that in real time so we don’t have anything to respond to at the moment.
But what I will say about – to your second question, of course, is our top priority is and has always been the safety and the security of Americans overseas, and we continue to engage the Russian Government on cases of Americans who are currently detained.
Let’s go over to Conor Finnegan.
QUESTION: Hey, Jalina. Two questions on – just following up on what you said at the top about the strike on the train station in Kramatorsk. First, you said it reinforces the assessment that Russia is committing war crimes. Are you calling this strike a war crime?
And then second, you attributed it to Russia. The Kremlin has obviously denied responsibility. Just wondering if you will respond to their denial. Any more information you can provide on why you are attributing it to them? Thank you.
MS PORTER: Thanks, Conor. I’ll say, to your question on the war crime question, assessing individual criminal liability in specific cases is the responsibility of courts as well as other investigatory bodies. But as the Secretary, Secretary Blinken, has said, those responsible for war crimes and other atrocities committed in Ukraine will be held to account. We won’t make any public comments on our war crimes assessment of specific acts or reports, nor discuss any information that’s reviewed at this time.
And then to your second question on a response – yeah, we just don’t have a response to give at this time.

MS PORTER: Thanks, Joseph. So for your first question, I would have to refer you to the DOD. To your second question on any updates in – on the status of talks and Iran, we don’t have any updates to share at this time other than it’s obviously been a significant process, but an agreement is neither imminent nor certain at this time.
And to your last question on Chinese military to assist the Russians, I think we’ve been pretty clear on our stance when it comes to any support in this activity, and that hasn’t changed at this time.

QUESTION: Hi, Jalina. One follow-up for you on Iran. Can you say whether the Biden administration shares General Milley’s view that the IRGC’s Qods Force specifically should remain on the U.S. list of terror organizations?
MS PORTER: Thanks, Elizabeth. I’d say that the President shares the chairman’s view that IRGC Qods Forces are terrorists, and beyond that we aren’t going to comment on any of the topics in the nuclear talks. But what I would say is out of the 107 Biden administration designations in relation to Iran, 86 have specifically targeted the IRGC-related persons as well as affiliates.

Further Targeting Russian State-Owned Enterprises

The United States and over 30 allies and partners across the world have levied the most impactful, coordinated, and wide-ranging economic restrictions in history in response to the Russian government’s war against Ukraine. Today, we take additional actions to raise the economic cost on President Putin. We are imposing blocking sanctions on two Russian state-owned enterprises: Joint Stock Company United Shipbuilding Corporation (USC), as well as 28 USC subsidiaries and eight members of the USC board of directors; and Public Joint Stock Company Alrosa.
USC is one of Russia’s largest state-owned enterprises, and it developed and constructed the warships that have bombarded Ukraine’s cities. Alrosa is a diamond-mining company, controlled by the Russian government, the proceeds of which help to finance the Russian government’s war and atrocities against Ukraine.
Our actions today, alongside the actions we have taken since the beginning of President Putin’s brutal and unjustified war in Ukraine, are designed to reinforce each other and intensify over time. We remain committed to Ukraine’s sovereignty and territorial integrity and condemn Russia’s atrocities and disregard for life. We support accountability for the Kremlin’s wrongdoing in this war of choice. As long as the Kremlin continues its brutal assault on Ukraine and its people, we stand united with our allies and partners in imposing additional costs on Russia.

Households in Iowa still have time to apply for funds through April 30, 2022.
Congress recently approved and President Biden signed into law a bipartisan $1.5 trillion omnibus spending bill to fund the government through September of this year. The omnibus funding package also provided $3.8 billion for LIHEAP nationally, a $50 million increase over fiscal year 2021 to help low-income Americans with their heating and cooling bills.
In 2021 alone, LIHEAP helped over 203,000 households in Iowa and Wisconsin with over $82M dollars in funds – an average of $426 per household. Additionally last year, 16,912 Alliant Energy Iowa customer households were approved for LIHEAP benefits and $7.9M in funds were distributed. There were 74,600 total Iowa households that received LIHEAP benefits in 2021 and $31M in funds were distributed, with $455 as the average distributed per household.
