MASON CITY — A woman arrested following a reported physical domestic incident in Mason City faces two child endangerment charges and a domestic abuse assault charge, with a judge ordering her held for bond and issuing a no-contact order.

Mason City police arrest records identify the woman as Hilary Ann Watkins, 40. The arrest log lists a physical domestic incident at 12:10 p.m. Tuesday, October 27, 2026. A corresponding call-for-service entry lists the response location as the 100 block of Winnebago Way.

The Cerro Gordo County jail roster dated October 28 lists Watkins as booked at 3:56 p.m. October 27, with bond listed at $5,000 cash or surety.

Court records show three charges filed in Cerro Gordo County case AGCR035379: two counts of child endangerment, both aggravated misdemeanors, and first-offense domestic abuse assault involving injury or mental illness, a serious misdemeanor.

All three counts list October 24, 2026, as the alleged offense date. That is three days before the October 27 police response and arrest entries. The records reviewed do not explain the interval between the alleged offenses and the arrest.

Judge issues no-contact order

Watkins appeared before Judge Ronald James Wagenaar on October 28. The court’s initial-appearance entry states she was held for bond, with a preliminary hearing scheduled for 1:15 p.m. November 6.

A no-contact order was also filed October 28. The docket summary does not identify the protected party or provide the order’s specific terms.

Mason City police filed three criminal complaints dated October 27. The case had no recorded disposition in the court information reviewed.

Details of alleged conduct not yet available

The police logs and court summaries identify the charges but do not describe the alleged assault, any specific injuries or the conduct underlying the two child endangerment counts. They also do not establish how many children were involved.

NIT has covered other, unrelated local cases involving similar allegations, including a Mason City arrest involving domestic assault and child endangerment charges.

Watkins (pictured at top) is presumed innocent unless and until proven guilty.
