MASON CITY — A Texas man with an indecent exposure case already hanging over him was collared again Wednesday after police say he entered a Mason City business and began masturbating in front of a woman.

Jabrone Donte Whitner, 35, was arrested Oct. 14, 2026 — just 16 days after posting cash bond in his earlier case. Now, he faces a second serious misdemeanor indecent exposure charge in Cerro Gordo County.

Mason City Police Chief Mike McKelvey said the woman reported the incident at 5:25 p.m. inside a business in the 2000 block of Fourth Street Southwest.

The woman told police an unknown man walked into the business and soon began masturbating “on / about the salesroom floor” in her presence.

After the man left, she called police. Officers responding to the complaint spotted Whitner walking nearby in the KFC parking lot.

“He was questioned and then arrested for Indecent Exposure,” McKelvey said.

Whitner lists a Texas address, but McKelvey said he has been in Mason City for the past couple of months. Police did not identify the business in the information released.

Cash bond posted, then another arrest

Whitner’s earlier indecent exposure case was still working its way through court when police picked him up Wednesday.

That charge stems from an alleged Sept. 2 offense. Mason City police filed a criminal complaint Sept. 14, and a judge ordered an arrest warrant the next day with a $1,000 cash-only bond.

Police arrested Whitner on that warrant Sept. 16. Following an initial appearance the next day, he was held for bond. Court records show cash bond was posted Sept. 28.

His arraignment was originally scheduled for Oct. 13. A continuance ordered that day moved the hearing to Oct. 27 at 1:15 p.m.

The next afternoon, police were responding to the new allegation at the Fourth Street Southwest business.

The available court entries identify the September charge but do not describe what allegedly happened during that incident.

Two pending indecent exposure cases

The Oct. 14 charge lists Iowa Code section 709.9(2)(a). The earlier charge lists section 709.9(1). Both are serious misdemeanors.

NIT previously covered a separate incident in which a Mason City man allegedly performed a lewd act in front of neighbors. That March case involved a different defendant and is unrelated to Whitner’s pending charges.

No adjudication is listed in either of Whitner’s cases in the records provided. He is presumed innocent unless and until proven guilty in court.
