CHARLES CITY — A 15-year-old driver without a valid driver’s license was among two motorists cited after a $10,000 crash at an uncontrolled Charles City intersection.
The Charles City Police Department responded to the intersection of 6th Avenue and C Street at approximately 6:07 p.m. Monday, September 7.
Police said 76-year-old Larry Lee O’Connell of Charles City was driving a red Dodge Dakota eastbound when he allegedly failed to yield at the uncontrolled intersection.
At the same time, 15-year-old Ja’Niya Aryana Monique Johnson of Charles City was driving a white Dodge Durango northbound.
The vehicles collided, with Johnson’s Durango struck from the side.
No injuries were reported, but police estimated damage from the crash at approximately $10,000.
Both drivers were cited.
O’Connell was cited for failure to yield the right of way.
A Floyd County court filing in O’Connell’s case lists $210.25 due, consisting of a $135 fine, $55 in court costs and a $20.25 surcharge.
Johnson was cited for driving without a valid driver’s license.
Her separate Floyd County court case lists $354 due, including a $260 fine, $55 in court costs and a $39 surcharge.
Court records showed no payments posted in either case at the time the financial information was reviewed.
Together, the two citation cases carry $564.25 in listed financial obligations.
Police said the crash happened at an uncontrolled intersection, where no stop signs or traffic signals control either direction of travel.
Authorities alleged O’Connell failed to yield to the northbound Durango, while Johnson received a separate citation because police say she was operating the vehicle without a valid driver’s license.

The citations are accusations, and the defendants are presumed innocent unless proven guilty in court.
