HAMPTON — The Franklin County Board of Supervisors handled road agreements, courthouse electrical upgrade payments, county claims, battery storage discussions and an elected official salary correction during regular meetings on June 16 and June 23, 2026.
The board met June 16 at the Franklin County Courthouse with Supervisors Chris Vanness, Deb Lukensmeyer and Gary McVicker present. Supervisors approved the agenda and minutes from the June 9 regular session.
During committee updates and public comment, Lukensmeyer reported attending meetings of the Veterans Affairs Commission, Franklin County Tourism Board, Together 4 Families and Board of Health.
A major item from the June 16 meeting was approval of a road use agreement between Interstate Power & Light and Franklin County for construction of a Battery Energy Storage System, or BESS, at the intersection of 170th Street and Eagle Avenue. County Engineer Jay Waddingham also provided his regular Secondary Roads update.
The board recessed for a drainage meeting, later reconvened and approved a contract with MetroNet. Supervisors also discussed a possible change to the R3 pay grade within the roads department, but the matter was left for future discussion.
County officials also reviewed possible updates to the meal reimbursement policy in the employee handbook. After discussion, supervisors directed the HR Director to draft an updated policy for further consideration.
The board appointed Alan Larson to the Franklin County Veterans Affairs Commission for a term expiring June 30, 2029, after two applicants were received and the VA Commission recommended Larson.
Supervisors also approved pay application #3 from Carl A. Nelson & Co. for the courthouse electrical upgrade and acknowledged the Sheriff’s monthly report for May 2026.
The June 16 meeting adjourned at 11:12 AM.
The board met again June 23 at the Franklin County Courthouse, again with Vanness, Lukensmeyer and McVicker present. Supervisors approved the agenda after removing an acknowledgement of the Sheriff’s monthly report, which had already been handled at the prior meeting, and approved minutes from the June 16 regular session.
During committee updates, McVicker reported attending the NIACOG Housing Trust Fund Board, while Vanness reported attending the Franklin County Development Association.
Waddingham again provided a Secondary Roads update. Supervisors revisited the Road Crew R3 wage adjustment issue, but after extended discussion decided to wait until more information is available regarding property tax reform. The issue is expected to return Sept. 15 or when more information is available.
The board also discussed battery storage facilities. Vanness asked about the status of drainage district utility permit applications, and officials noted payments had been received late Monday, meaning the matter would be placed on the following week’s agenda. The Board of Adjustment was scheduled to meet June 29 at 1:00 PM to consider conditional use permits.
Supervisors approved county claims, a fireworks permit for Doug Tarr and an ABD outdoor service license for JJ’s Bar & Grill in Bradford.
The board also approved Resolution 2026-48, correcting Resolution 2026-31 regarding elected official compensation for fiscal year 2027. The correction listed the Auditor’s current salary at $86,457.25 with a 5% proposed increase to $90,780, and the Recorder’s current salary at $82,502.75 with a 4.5% proposed increase to $86,215. The resolution passed unanimously.
Supervisors also discussed FY2027 appropriations and directed the Auditor and Budget Director to prepare for 100% appropriations.
Acting as drainage trustees, the board approved drainage minutes from June 16 and approved drainage claims as presented.
The June 23 meeting adjourned at 9:54 AM.
