FOREST CITY — The Winnebago County Board of Supervisors handled drainage, road, election and property matters during its regular meeting on June 9, 2026.
Supervisors Bill Jensvold, Terry Durby and Susan Smith were all present for the meeting, which began at 9:00 a.m. The board first approved the minutes from its June 2 meeting and approved the agenda for June 9.
Kris Oswald, drainage clerk, met with the board to discuss drainage matters, including a correction tied to Drainage District 92.
According to the meeting minutes, officials discovered that some laterals shown on a map as part of a 2019 reclassification project were never actually built. To clean up the record, Jacobson-Westergard, the project engineer, advised the county that the never-constructed laterals should be formally abandoned.
Supervisors voted unanimously to approve abandoning the laterals in DD 92 that were never constructed.
County Engineer Scott Meinders also discussed secondary road matters, including dust pods, a gravel stabilization project and expected road maintenance needs. Meinders told supervisors that dust should be minimal after the work and that the road should need very little blading. However, the project requires a significant amount of water — between 12,000 and 15,000 gallons per mile.
Supervisors also tabled discussion of a nuisance ordinance until the next meeting.
In another property-related matter, the board voted unanimously to move forward with negotiations on an easement involving railroad property in Newton Township.
The board also approved the canvass for the June 2, 2026, Primary Election. According to the canvass, 894 people voted at the polls on Election Day, 151 absentee ballots were accepted for counting, no provisional ballots were accepted, and 1,045 total ballots were cast.

Supervisor District 1: Republican Terry Durby. No Democrat was listed.
Supervisor District 3: Republican Brent Swenson. No Democrat was listed.
County Treasurer: Republican Julie A. Swenson. No Democrat was listed.
County Recorder: Republican Shanna Eastvold. No Democrat was listed.
County Attorney: Republican Kelsey A. Beenken. No Democrat was listed.
The meeting was adjourned until 9:00 a.m. June 16, 2026.
