DES MOINES — Iowa Governor Kim Reynolds signed a long list of bills into law on Thursday, April 16, 2026, covering state agency rulemaking, Iowa-Ireland trade, controlled substances, utility line restoration, local identification cards, state contracts, family law arbitration, estate matters, restitution and other issues.
The governor’s office announced the bill signings in a release from the Office of the Governor. The list includes Senate and House measures passed during the 2026 legislative session and sent to Reynolds for final approval.
Among the new laws is SF 2463, which concerns Iowa’s executive branch rulemaking process, including uniform rules on agency procedure and review and the regulatory readoption of rules.
Reynolds also signed SF 2411, establishing an Iowa-Ireland trade commission.
Other measures signed by Reynolds include legislation dealing with blue lights on vessels, controlled substance schedules, land restoration after electric transmission line construction, terminology involving pregnancy, professional and amateur kickboxing regulation, academic credential fraud, public retirement systems, insurance coverage, state agency contracts, emergency planning for electric transmission line owners, family law arbitration, fuel gallonage reporting, decedent property, certified medication aides and restitution-related costs.
Bills signed by Reynolds include:
SF 2463: A bill for an act concerning the executive branch rulemaking process, including the uniform rules on agency procedure and review and regulatory readoption of rules, and including effective date provisions.
SF 2411: A bill for an act establishing an Iowa-Ireland trade commission.
HF 863: A bill for an act relating to the use of blue lights on vessels operating on waters under the jurisdiction of the natural resource commission.
HF 2202: A bill for an act relating to controlled substances schedules and precursor substances reporting requirements, making penalties applicable, and including effective date provisions.
HF 2227: A bill for an act relating to land restoration following the initial construction of electric transmission lines and including effective date and retroactive applicability provisions.
HF 2253: A bill for an act relating to terminology involving a pregnant female.

HF 2357: A bill for an act relating to statutory corrections that adjust language to reflect current practices, correct grammar, insert earlier omissions, delete redundancies and inaccuracies, resolve inconsistencies and conflicts, remove ambiguities, and establish code editor directives.
HF 2434: A bill for an act relating to insurance coverage for health care services provided pursuant to a referral by an out-of-network primary care provider.
HF 2500: A bill for an act relating to contracts entered into by state agencies and including applicability provisions.
HF 2522: A bill for an act relating to the required beneficiary and use of a public officer insurance policy and including effective date provisions.
