The Board of Supervisors of Cerro Gordo County, Iowa,
met in special session pursuant to adjournment at
2:30 p.m. Present: Chairperson Lori Meacham Ginapp,
Vice Chairperson Chris Watts, Supervisor Casey
Callanan, and various members of the public.
Callanan moved with Watts seconding, to approve today’s
agenda. Motion passed unanimously.
Callanan moved with Watts seconding, to go into exempt
session under Iowa Code Section 20.17(3) for strategy
session for public employer related to collective
bargaining at 2:30 p.m. Roll call vote: Watts – Aye;
Callanan – Aye; Meacham Ginapp – Aye. Motion passed
unanimously.
Callanan moved with Watts seconding, to come out of
exempt session at 3:05 p.m. Motion passed unanimously.
Callanan moved with Watts seconding, to go into closed
session pursuant to Iowa Code Section 21.5(1)(i) to
evaluate the professional competency of an individual
whose appointment, hiring, performance or discharge is
being considered, and when necessary to prevent
needless and irreparable injury to that individual’s
reputation and that individual requests a closed session at
3:07 p.m. Roll call vote: Watts – Aye; Callanan – Aye;
Meacham Ginapp – Aye. Motion passed unanimously.
Callanan moved with Watts seconding, to come out of
closed session at 3:55 p.m. Motion passed unanimously.
Callanan moved with Meacham Ginapp seconding, to
approve the Employment Agreement with the Chief
Administrative Officer. Aye – Callanan, Meacham Ginapp;
Nay – Watts. Motion passed.
Callanan moved with Watts seconding, to adjourn at
3:56 p.m. Motion passed unanimously.

Watts moved with Callanan seconding, to approve today’s
agenda. Motion passed unanimously.
Callanan moved with Watts seconding, to go into closed
session pursuant to Iowa Code Section 21.5(1)(c) to
discuss strategy with counsel in matters that are presently
in litigation or where litigation is imminent where its
disclosure would be likely to prejudice or disadvantage the
position of the governmental body in that litigation at
9:00 a.m. Roll call vote: Watts – Aye; Callanan – Aye;
Meacham Ginapp – Aye. Motion passed unanimously.
Watts moved with Callanan seconding, to come out of
closed session at 9:44 a.m. Motion passed unanimously.
Callanan moved with Watts seconding, to direct legal
counsel and the Planning and Zoning Administrator to
draft an ordinance regarding industrial wind, solar, and
battery storage and to hold a workshop session on
December 9, 2024 and first public hearing on the
proposed ordinance on December 23, 2024. Motion
passed unanimously.
Callanan moved with Watts seconding, to adjourn at
9:52 a.m. Motion passed unanimously.

met in regular session pursuant to adjournment. Present:
Chairperson Lori Meacham Ginapp, Vice Chairperson
Chris Watts, Supervisor Casey Callanan, and various
members of the public.
Chairperson Meacham Ginapp convened the meeting at
10:00 a.m.
Callanan moved with Watts seconding, to approve
today’s agenda and minutes for November 25, 2024
regular session and for the November 26, 2024 special
session. Motion passed unanimously.
Public comment session was held.
Callanan moved with Watts seconding, to approve
claims. Motion passed unanimously.
Callanan moved with Watts seconding, to approve the
following payroll change:

Watts moved with Callanan seconding, to adopt
Resolution 2024-86, WHEREAS, the following payroll
change requests were submitted to the Board of
Supervisors for review; and, WHEREAS, the Board of
Supervisors of Cerro Gordo County, has reviewed and
considered the change requests as follows

THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Cerro Gordo County does hereby
approve the requests as shown above and directs the
Auditor to make the necessary adjustments to the
payroll. Motion passed unanimously.
Callanan moved with Watts seconding, to approve the
County Assessor and City Assessor Recommendations
for Assessment Year 2024 Homestead Credits, Disabled
Veteran Homestead Credits, Military Exemptions, and
Homestead Exemptions. Motion passed unanimously.
County Engineer Billings provided and update.
Callanan moved with Watts seconding, to approve
reports from the Environmental Health Service Manager
concerning Manure Management Plan Update for
Dwayne Christiansen (site #59555), Bamrick Finishers
(site #61482), Christiansen Family Farms – Site F43 (site
#59539). Motion passed unanimously.
Callanan moved with Watts seconding, to adjourn at
10:07 a.m. Motion passed unanimously.
