Northern Iowa man arrested after allegedly kidnapping and molesting child
FAYETTE COUNTY, IOWA – A Northern Iowa man has been arrested after allegedly kidnapping and molesting a child.
In a joint investigation the Fayette County Sheriff’s Office along with the Clayton County Sheriff’s Office made an arrest on a week-long sex abuse investigation where 61-year-old Charles Daniel Lockard of Volga, Iowa, allegedly kidnapped a 13-year-old female for the purpose of sexually abusing her. Clayton County deputies filed sex abuse in the third degree, a class “C” felony while Fayette County deputies arrested and charged Lockard with Kidnapping in the first degree, a class “A” felony and sexual abuse in the third degree, a class “C” felony.
Lockard is currently at the Fayette County Jail being held on $100,000.00 cash bond. If convicted Lockard could spend get life in prison.
This is an ongoing investigation and more charges could be filed.
