Bill to combat dating violence approved by Education Committee

DES MOINES – A bill to try to stem the tide of dating violence is advancing in the Iowa legislature.

Iowa Democrats reported this week that adults who use violence with their dating partners often begin doing so during adolescence, with the first episode typically occurring by age 15. About 12 percent of high school students in the U.S. report being physically victimized by a dating partner in the previous year. In addition, one in four high school students say they’ve been psychologically abused by a dating partner in the previous year.

These and other statistics were shared with legislators in support of a bill, SF 2077, which would require age-appropriate information about dating violence and prevention as part of required human growth and development courses.

“The goal is to raise awareness of what makes healthy and abusive dating relationships, equip students with the resources to help themselves or friends, and enhance the skills to develop healthy dating relationships, including positive communication, anger management and conflict resolution,” Democrats said.

This bill provides that the age-appropriate and research-based instruction in human growth and development, which each school board must provide, must include instruction regarding dating violence and affirmative, conscious, and voluntary consent to engage in sexual activity. Each school board shall provide age-appropriate and research-based instruction in human growth and development including instruction regarding human sexuality; self-esteem; stress management; interpersonal relationships; dating violence; affirmative, conscious, and voluntary consent to engage in sexual activity; domestic abuse; HPV and the availability of a vaccine to prevent HPV; and acquired immune deficiency syndrome, as required by Iowa law, in grades one through twelve.
