MASON CITY – The Mason City council held their regular meeting Tuesday evening.
Life Saving Medals were presented to police officers Phaiboun, Stratmann, Shrader, Barr and Niedemermayer.
A Certificate of Achievement for Excellence in Financial Reporting was presented to Finance Director Jacobson, who has won several awards for his work performance in the past.
North Iowa Corridor Economic Development Director Brent Willett provided a quarterly report. Council comments followed the presentation. Main Street Mason City Director Jodee O’Brien provided a quarterly report as well.
The council approved a Neighborhood Homeownership and Neighborhood Stabilization Program, based on a similar program in Iowa City, where large homes that have been converted into multi-apartment dwellings are re-converted back into single-family homes, in order to rid the city of rental units that are said to lower the value of nearby properties. Under the proposed plan in Mason City, the City will purchase an eligible rental house with two or more units with a “very low interest rate from a local bank.” The dwelling will then be converted into a single family home, using local contractors. The home will then be placed on the market at the original purchase price plus any carrying costs. The value of the conversion of the dwelling will be a forgivable loan at the rate of 1/7 of the principle amount each year, for seven years. A cap of $125,000 was placed on the value of the purchase by the City of a rental property. Cost of the conversion was capped at $35,000. The program will be funded with TIF dollars and must benefit low to moderate income families who must meet income guidelines.
The council approved a contract to J.R. Stelzer Co. of Lincoln, Nebraska for construction of the “South Hoover Water Tower Rehabilitation Project” in the amount of $183,500 Discussion by the council followed regarding the color of the water tower and Mr. Toot. The project includes all labor, materials and equipment necessary for removal of all exterior area coating surface and preparation and new paint coating or all exterior area surfaces. The 500,000 gallon tower will also undergo spot-repairs and cleaning and be disinfected.
The council will hold a work session on Thursday, November 21st at City Hall at the second floor conference room.
The council will discuss council meeting rules and listening post rules; UTV/ATV ordinance changes; and the need for a stop sign at the 300 block of North Pierce Avenue for school children crossing.

Most ppl dont have time for anything till it affects them, then they come out of woodwork, like with the Mercy thing. Never heard from them since. i think most of them are moving away.
