Man Investigated for Child Porn Spotted with Child, Arrested

FILER • A Filer man who police investigated in 2010 and 2011 for possession child pornography was arrested after a concerned citizen spotted him with a child last week.

Daniel Joseph Roach, 29, was arrested Aug. 24 for 13 counts of possession of sexually explicit material containing children.

In November 2010, Twin Falls Police received a tip from the Utah Attorney General’s Office about a Twin Falls area-based email address whose user uploaded six images of naked or partially clothed girls between the ages of 12 and 15. Eventually, police connected the email to Roach, a police report states.

On Nov. 30, 2010, police discovered where Roach was living and spoke with him at the Filer Police Department.

According to the police report, Roach admitted to saving pictures of child pornography on his computer and also allegedly admitted to looking at child pornography in public libraries, including in Salt Lake City.

At the time, Roach was instructed to stay in touch with officers and was again interviewed in January 2011 at the Twin Falls Police Department.

In that interview, the police report states Roach described to officers how he found child pornography and also allegedly confessed to a past lewd conduct offense with a younger female relative.

After the interview, police said they were waiting for forensic examination results in order to file a court summons for Roach. While police were waiting, Roach was again instructed to stay in contact with police, but several months later police were unable to contact him, the police report states.

On Aug. 21 of this year, a woman who knew Roach called police after she spotted him with a young child and adult woman, the police report stated.

On Aug. 24, police arrested Roach at his home in the 800 block of West Midway Street in Filer. He was booked into the Twin Falls County Jail and released on his own recognizance after he was arraigned on the charges on Monday.
