MANCHESTER — A Waterloo woman faces two child endangerment charges along with allegations of impaired driving and marijuana possession following her October 10, 2026, arrest by Delaware County sheriff’s deputies.

Angela Christine Westberg, 54, was arrested at approximately 8:30 p.m., according to the Delaware County Sheriff’s Office. Deputies reported charging her with two counts of child endangerment, first-offense operating while under the influence, possession of a controlled substance and an open-container violation.

Court records identify the controlled-substance allegation as first-offense marijuana possession. Westberg was booked into jail at 9:47 p.m., according to the custody record.

Two aggravated misdemeanor charges lead case

The Delaware County court case, opened October 11, lists four counts stemming from the alleged October 10 offenses:

  • Two counts of child endangerment, each an aggravated misdemeanor.
  • Operating while under the influence, first offense, a serious misdemeanor.
  • Possession of a controlled substance — marijuana, first offense, a serious misdemeanor.

The sheriff’s office also reported an open-container charge, a simple misdemeanor. That allegation does not appear among the four counts in the court case summary reviewed by NIT.

Authorities’ announcement does not describe what led deputies to encounter Westberg (pictured at top), the location of the alleged offenses, the children’s ages or the specific conduct underlying the child endangerment charges. It also does not identify a blood-alcohol test result or report whether anyone was injured.

Court set $2,000 bond; records show she bonded out

An initial-appearance entry dated October 11 lists a $2,000 cash or approved surety appearance bond.

The court docket records a surety bond posted by Lederman Bail Bonds on October 14. The custody record reviewed by NIT lists Westberg as out of custody after bonding out.

The records show different dates associated with the custody status and bond filing, so they do not establish a single confirmed release date.

An October 13 defense filing is described as a plea, waiver of initial appearance and preliminary hearing, and request to consolidate. The docket description does not identify the plea entered.

Although the initial-appearance entry scheduled a preliminary hearing for October 20, the docket reviewed by NIT does not establish whether that hearing occurred following the waiver filing.

Case summary shows no disposition

No disposition or adjudication appears in the court summary reviewed by NIT. The charges remain allegations, and Westberg is presumed innocent unless proven guilty.

NIT has covered other Northern Iowa cases involving alleged impaired driving and risks to children, including a separate case involving a Mason City woman accused of crashing into a mailbox with a child in her SUV.
