FOREST CITY — The Winnebago County Board of Supervisors tabled a nuisance ordinance, heard updates on road work and drainage matters, approved auditor transfers and paid county claims during its regular meeting on June 16, 2026.
The board met at 9:00 a.m., adjourned from its June 9 meeting. Supervisors Bill Jensvold, Terrell Durby and Susan Smith were present.
Supervisors approved the June 9 meeting minutes and adopted the June 16 agenda.
Kris Oswald, drainage clerk, discussed drainage matters with the board.
Ethan Schutter, maintenance supervisor, updated supervisors on Secondary Roads matters. Schutter said work at Rice Lake is expected to begin soon, A38 micro surfacing will begin, the Iowa Department of Natural Resources will replace the drop box at Myre Slough, dust pods are finished on the first mile of 150th Avenue and crews are working on the second mile. He also reported crews are finishing the rock run near Thompson.
The board tabled the county’s nuisance ordinance until June 30 and plans to reset the public hearing on that date.
Nuisance ordinances can be significant enforcement tools for counties dealing with unsafe properties, debris, junk vehicles, dilapidated structures and similar public health or safety concerns. They can also draw public attention because they affect private property and local enforcement procedures.
Supervisors approved auditor transfers, including transfer #4047 from General Basic to Maintenance Projects for $40,000 and transfer #4048 from General Basic to IT Projects for $20,000.
The board also approved payroll claims.
The auditor’s office reported receiving manure management plans for High Brook Farms LLC 1, facility #59536, and Ovation Farms, facility #60786, both in Winnebago County.
The meeting adjourned until 9:00 a.m. June 23, 2026.
