SUMMARY:

The Winnebago County Board of Supervisors met in session at 9:00 A.M. on April 7, 2026, with Supervisors Jensvold, Durby, and Smith present. The board moved to approve the minutes from the March 31 meeting and the agenda for the April 7 session.Mary Lou Kleveland of Veterans Affairs discussed and received approval for the department’s Quarterly report. The supervisors also approved the quarterly reports for both the County Recorder and the County Auditor.Regarding drainage matters, the board acting as Trustees for DD 5 Lat 34 approved a $61,250 estimate from Holland Contracting to trench 2,400 feet of tile. This estimate was noted to be $40,000 less than a previous estimate. Secondary road updates provided by the County Engineer and Maintenance Superintendent included reports that crews are currently blading and will begin spot loading rock next week. Dust control is scheduled to start around June 1. Additionally, the board passed Resolution 04-07-26-20-001, which sets a public hearing for bridge project 95-CO95-2026PRECAST on April 28, 2026, and authorizes a notice to bidders.The board approved Resolution 04-07-2026-1-1 regarding the disbursement of American Rescue Plan Act (ARPA) funds for several county projects. Approved expenditures include up to $1,200,000 for expanding the Public Health Building, $940,810.15 for a Conservation Building, and $100,000 for converting recording books to electronic records. Other ARPA funds were allocated for courthouse water filtration and a well and sewer program. The supervisors also voted to establish an adverse weather coordination committee consisting of multiple county staff members and officials.Elizabeth Theyer discussed the fiscal year 2025 audit with the supervisors. The board also discussed local newspapers, noting that the Winnebago County Tribune has been sold to a new company, though they expect no lack of news coverage. The board approved general claims and payroll before adjourning until 9:00 A.M. on April 14, 2026.
