
DUBUQUE – This seedy neighborhood in Dubuque was put on edge after a group of youths gathered near an alley and gunshots rang out, leading to underage suspected bullet unleashers fleeing into neighboring Wisconsin and a smiler feeling lucky they missed.
On October 24, 2025, at approximately 9:58 AM, Dubuque police received a call of reported gunshots in the area of E. 17th and Jackson Streets. Officers responded and located a subject identified as 18-year-old Kareem Sehwail of Dubuque, Iowa. Through interviews and investigation, it was learned that Sehwail was involved in a disturbance with two subjects in the alley west of the 1700 block of Jackson. During this incident, one of the subjects, a juvenile male, pulled out a handgun and fired a shot towards Sehwail. This shot did not strike Sehwail, but did strike an uninvolved motor vehicle.
Traffic cameras were utilized and located the two subjects fleeing while Sehwail (pictured at top) ran to the 1700 block of Jackson St. The two subjects were observed being picked up and driven into Wisconsin. Dubuque Police worked with agencies in Wisconsin and Illinois leading to officers locating the two subjects in East Dubuque and taking them into custody.
One juvenile was charged with Attempted Murder, a class “B” felony. This investigation remains active and additional charges are possible.
