MASON CITY – The following are the expenses paid by Cerro Gordo county and Board of Supervisor meeting minutes for the period ending on September 9, 2024:

PROCEEDINGS OF THE BOARD OF SUPERVISORS
September 9, 2024
The Board of Supervisors of Cerro Gordo County, Iowa,
met in regular session pursuant to adjournment. Present:
Chairperson Lori Meacham Ginapp, Vice Chairperson
Chris Watts, Supervisor Casey Callanan, and various
members of the public.
Chairperson Meacham Ginapp convened the meeting at
10:00 a.m.
Callanan moved with Watts seconding, to approve
today’s agenda and the minutes for September 3, 2024
regular session and the September 3, 2024 special
session. Motion passed unanimously.
Public comment session was held.
Watts moved with Callanan seconding, to approve
claims. Motion passed unanimously.
Callanan moved with Watts seconding, to approve the
Sheriff’s Monthly Report of Fees. Motion passed
unanimously.
Watts moved with Callanan seconding, to adopt
Resolution 2024-66, Whereas, Cerro Gordo County
along with the City of Mason City applied for the
Destination Iowa Grant from the state of Iowa; and;
Whereas, the County and City of Mason City received
the Destination Iowa Grant for multiple projects, and;
Therefore, the County will provide funding in addition to
the grant in the amounts of $341,369 from the County’s
American Rescue Plan (ARP) funds and $653,721 from
other County funding. Motion passed unanimously.
County Engineer Billings provided an update.
Callanan moved with Watts seconding, to approve
reports from the Environmental Health Service Manager
concerning Manure Management Plan Update for
Research Farms 180th West Site (site #66076), Rock
Pork LLC Cattle Site (site #56288), and Balsam Beef &
Bacon (site #58052) and forward to the DNR. Motion
passed unanimously.
The Board was introduced and met with Joel
Scwichtenberg, the new CLEAR Project Coordinator.
Chairperson Meacham Ginapp opened the public
hearing on Conveyance of Interest in Real Estate at
10:17 a.m.
Callanan moved with Watts seconding to close the public
hearing on Conveyance of Interest in Real Estate.
Motion passed unanimously.
Callanan moved with Watts seconding, to adopt
Resolution 2024-67, WHEREAS, Cerro Gordo County,
Iowa, is the owner of the following described real estate,
to-wit:
LOTS 12, 13, AND 14 IN R. V. WILKINSON’S FIRST
ADDITION TO THE TOWN OF ROCK FALLS, IOWA
Locally described as 21425 Vine Avenue, Rock Falls,
Iowa 50467; Parcel No. 04-21-428-023-00 (the “Real
Estate”); and WHEREAS, the Board of Supervisors of
Cerro Gordo County, Iowa, adopted Resolution 2024-63,
setting forth its proposal to sell the Real Estate and
ordering public hearing upon the proposal based on the
terms of a Residential Purchase Agreement executed by
Jordan T. Navratil on August 27, 2024 (the “Offer”); and
WHEREAS,, public hearing was held upon the proposal
at 10:10 A.M. on the 9th day of September, 2024,
following publication of notice of hearing as required by
law. NOW, THEREFORE, BE IT RESOLVED by the
Board of Supervisors of Cerro Gordo County, Iowa:
1. The sale of the following described real
estate to Jordan T. Navratil or assignee for
$8,500.00 is hereby approved:
LOTS 12, 13, AND 14 IN R. V.
WILKINSON’S FIRST ADDITION TO THE
TOWN OF ROCK FALLS, IOWA
Locally described as 21425 Vine Avenue,
Rock Falls, Iowa 50467;
Parcel No. 04-21-428-023-00
2. The Chairperson of the Board of
Supervisors and the Deputy Cerro Gordo
County Auditor shall be and they are
hereby authorized and directed to take all
action necessary to complete the
transaction described in the Offer,
including, but not limited to, executing the
Offer and executing and delivering a Quit
Claim Deed upon receipt of the purchase
price.
3. The County shall record the Resolution
Setting Forth the Proposal to Convey
Interest in Real Estate; the Proof of
Publication of Notice of Hearing; the
Resolution Approving the Conveyance of
Interest in Real Estate. The recorded
Resolutions and Proof of Publication shall
be retained by County following recording
with its official records. The Quit Claim
Deed shall be delivered to Buyer upon
payment of the purchase price and
recorded at Buyer’s expense.
Motion passed unanimously.
Callanan moved with Watts seconding, to adjourn at
10:18 a.m. Motion passed unanimously.
Various tabulations, reports, correspondence and other
documents that were presented at today’s meeting are
placed on file with the supplemental minutes.
