Floyd County Board of Supervisors Meeting
May 30, 2023, 9:00 a.m.

The Floyd County Board of Supervisors met at Floyd County Courthouse EOC/Training Room with the following in attendance: Supv Mark Kuhn, Supv Dennis Keifer and Supv Jim Jorgensen.
Keifer/Jorgensen moved to approve the agenda as presented. Motion carried 3-0.
Public comment: none.
Jorgensen/Keifer moved to approve the May 22, 2023 minutes as amended. Motion carried 3-0.
Keifer/Jorgensen moved to approve the claims presented: County 2743-2785, Secondary Roads #22978-22985, and Drains #15373-15374. Motion carried 3-0.
Updates on various boards/commissions/activities: Supv Keifer attended Veteran Affairs, North Cedar Aviation Authority meetings, and Central Iowa Juvenile Detention Center meetings. Supv Kuhn attended Charles City Area Development Corporation and Asset Management Committee meetings. Supv Jorgensen attended a North Iowa Regional Housing Authority meeting.
Updates on Law Enforcement Center/Courthouse Project: Prochaska will be onsite June 5 for punch list; no resolution to the HVAC issues; Young Plumbing and Paulsen Electric are wrapping up work; discussed putting river rock in the area outside of the atrium instead of grass, considering other ideas instead of the large boulders, drain concerns in the atrium area, and planning for an open house event.
Jorgensen/Keifer moved to approve an assessment in Washington School Watershed Priority Area 1 for $2,000 and allow property owners with assessment of $500 or more to spread assessments for 10 years at 5% interest. Motion carried 3-0.
Keifer/Jorgensen moved to approve an assessment to Drainage District #9, Lateral 4 for $4,000 and allow property owners with assessment of $500 or more to spread assessments for 10 years at 5% interest. Motion carried 3-0.
Jorgensen/Keifer moved to approve the Floyd County Right-To-Use Lease Asset Policy. Motion carried 3-0.
Keifer/Jorgensen moved to approve the request for proposals for audit services for FY23, FY24, and FY25 with bids due by June 15 at 4:30 p.m. and a contract awarded by June 19. Motion carried 3-0.
The Board discussed technology and furniture for the new board room. Discussion included location of monitors, holding off purchasing speakers and microphones to see if the Owl will suffice, having more chairs, potentially getting a podium for public comment, noise from the air conditioning and air compressor, getting the chairs cleaned, putting the US and Iowa flags in the room, name plates, and when to change the public entrance.
The Board noted the hiring of James Freiberg as a Conservation Department lawn mower operator starting June 5 at $12/hour. The Board reviewed notice from County Attorney Todd Prichard regarding a request for the authority to hire a replacement for Melissa Pitzenberger who is resigning from the secretary/office manager position effective June 9 to transfer to the Sheriff’s Department. Supv Keifer will look into getting the chairs cleaned.
Future agenda items: handicap accessible parking, part-time assistant county attorney, and plaster repairs.
Jorgensen/Keifer moved to adjourn. Motion carried 3-0.
