REGULAR MEETING
OF THE CITY COUNCIL
The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on March 21, 2023. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Jaszewski, Masson, Adams, Symonds, Lee. Absent: Thoma.
Adopt Agenda: Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)
The Mayor proclaimed March 25, 2023 as Mason City Youth Hockey 50th Anniversary Day.
City Administrator Burnett presented his Monthly Activity Report.
Prior to adopting the Consent Agenda Item #9, #10 and #18 were removed to be acted upon separately.
Consent Agenda: Regular Minutes of March 7 and Special Minutes of March 15, 2023; Claims dated March 9 and 16, 2023, in the amount of $1,032,453.08; Prime & Wine – Class C Liquor, Catering, Outdoor Service; Target – Class B Wine, Class C Beer, Class E Liquor; North Iowa Events Center – Class C & Outdoor Service –excludes speedway; Northside Liquor – Class B Wine, Class C Beer, Class E Liquor; Legacy Golf Course – Class C Retail License, Outdoor Service; Acceptance of the February Financial Report; Reappoint Ray Mechem to the Housing Authority Board; Reappoint Brian Drees, Jay Leaman, Dwight Kehm and Brian Bartz to the Electrical Examiners & Appeals Board; Appoint/hire Chris McKibben as Swing Worker; Resolution No. 23-50, approving contract and bond for the “Elmwood-St. Joseph Cemetery Maintenance Storage Building”; Resolution No. 23-51, authorizing notice to bidders, fixing amount of bid security, and ordering clerk to publish notice and fixing a date for receiving same, and for a public hearing on plans, specifications, form of contract and estimate of costs for construction of the “2023 Street Panel and Curb Replacement Program Project No. 23-1002”; Resolution No. 23-52, accepting work and ordering payment for construction of the “Water Tower Maintenance Program (Kentucky and Eisenhower)”; Resolution No. 23-53, authorizing approval of the Supplemental Letter Agreement with Short Elliott Hendrickson, Inc. for additional services related to the U.S. 65/South Federal Avenue Reconstruction Project; Resolution No. 23-54, award of contract to Boulder Contracting, LLC of Grundy Center, Iowa for the “12th Street NE Bridge Replacement and 12th Street NW and 19th Street SW Bridge Rehabilitation Projects”; Resolution No. 23-55, approving publication of notice of hearing upon a consolidated application for Federal Transit Administration Assistance Grant for Non-Urbanized Areas and State Operating Assistance Funds for Transportation and authorizing the submission of the application, setting time and place of public hearing; prescribing form of notice to be given and directing clerk to cause publication of said notice; Resolution No. 23-56, setting date and time for public hearing regarding status of funded activities hearing for the CDBG-CVN Grant for development of the Park Place Lofts located at 15 N. Federal Ave with Jason and Nicole Geving as Developer, was presented. Motion, Adams; 2nd, Masson that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)
9. Purchase Dump Body: Motion, Jaszewski; 2nd, Masson that Resolution No. 23-57, approving the removal, installation, and purchase of a new dump body from Highway Truck Equipment of Fort Dodge, Iowa for the Operation and Maintenance Division, be adopted. Questions followed regarding the lead time on ordering equipment. AYES: All (Motion carried.)
10. Digital ID for City Projects through IDOT: Motion, Masson; 2nd, Jaszewski that Resolution No. 23-58, authorizing the Mayor and City Administrator or City Engineer to electronically sign contract documents managed through the IDOT online Project Management Program, Doc Express, be adopted. Clarification was made on who could sign. AYES: All (Motion carried.)
18. Order Hearing 2023-2024 Budget: Motion, Adams; 2nd, Jaszewski that Resolution No. 23-59, setting a date for hearing on the proposed 2023-2024 Budget for the City of Mason City, Iowa be adopted. Questions followed regarding whether or not there had been traction in Des Moines with the Tax Reform bills. AYES: All (Motion carried.)
City Code Changes to HPC and Title 12-13-6 Z5 Central Business District: Motion, Jaszewski; 2nd, Lee that the Ordinance amending the City Code by amending Title 2 “Boards and Commissions”, Chapter 12, “Historic Preservation Commission” Section 4 “Definitions” to add a new Definition and by amending Section 5 “Powers of Commission” Paragraph D “Review” and adopting a new Paragraph D in lieu thereofbe received and placed on file for Second Consideration. AYES: All (Motion carried.) Motion, Adams; 2nd, Jaszewski that the Ordinance amending the City Code repealing Title 12 “Zoning Regulations” Chapter 13 “Z5 Central Business District” Section 6 “Interpretation of Standards” and adopting a new Section 6 in lieu thereof be received and placed on file for Second Consideration. Discussion regarding whether there had been any comments. AYES: All (Motion carried.)
