Man steals luxury vehicle from Waterloo Dollar General parking lot – with baby inside

WATERLOO - A mother's worst nightmare unfolded at a Dollar General store in Waterloo when she left her baby in her car in the parking lot and man allegedly laced with meth stole the vehicle.

WATERLOO – A mother’s worst nightmare unfolded at a Dollar General store in Waterloo when she left her baby in her car in the parking lot and man allegedly laced with meth stole the vehicle.

On February 26, 2023, at approximately 6:42 PM, officers were dispatched to Dollar General at 820 West 5th Street for a larceny in progress of a vehicle. The reporting party stated that her black Lincoln MKX was stolen from the Dollar General parking lot and her five month old daughter was in the vehicle.

Video surveillance footage was obtained from Dollar General from the parking lot showing a male walking around the vehicle. The male, who was later identified as 43-year-old Roy A. Halverson, opens the drivers door and leaves the area in the vehicle, with the five-month-old in the back seat of the vehicle. The child was later recovered in the 8100 block of Wagner Road, left on the back porch.

Halverson was later located by officers and arrested for second-degree theft and neglect/abandonment of a dependent person. Suspected methamphetamine was located on his person and Halverson was additionally charged with third-offense possession of a controlled substance.
