CLARKSVILLE – A Northern Iowa man was arrested for drugged driving and meth possession in Clarksville.
On August 28, 2021, the Clarksville Police Department stopped Robert Rybicki, age 59 of Allison, on a traffic stop. During the traffic stop, officers located methamphetamine in the clothes pocket of Rybicki. Rybicki was also determined to be too impaired to safely operate a motor vehicle. Rybicki was charged with possession of methamphetamine, a serious misdemeanor, and OWI -drugged-, a serious misdemeanor.
