Dubuque police track down three suspects after community terrorized with flare gun

DUBUQUE – Dubuque police tracked down three suspects after the community was terrorized with shots from flare guns.

On June 9, 2021, at approximately 8:06 a.m. Dubuque Police responded to the area of 10th/Locust Streets for a report of windows being shot out of a vehicle. Officers located a 2015 Toyota Tacoma registered to Eric Seeman, 32 years old, of Dubuque with both rear windows shot out by a flare. Parked near the Toyota was a 2004 Honda CRV registered to Katelyn Hester, 35 years old, of Dubuque. The driver-side window was shot out with a flare and the passenger compartment of the vehicle was on fire.

Damage to Seeman’s vehicle was estimated at $689.99. Damage to Hester’s vehicle was estimated at $7500.

At approximately 8:16 a.m. Officers responded to 302 1/2 Locust Street Apartment A and met with Dean Beresford, 47 years old, of Rancho Palos, CA. Beresford reported he was inside the apartment when a flare was shot through a window causing the carpet to start on fire.

Officers then responded to the 900 block of Locust Street and met with Molly Carpenter, 49 years old, of Peosta. Carpenter reported that individuals in a red SUV fired a flare gun at her. The flare traveled through Carpenter’s hair, causing no injury.

Officers also met with John English, 73 years old, of Shawnee, KS in the 400 block of Bluff Street. English reported being struck in the thigh by a flare causing a large contusion to his thigh.

City of Dubuque traffic cameras were reviewed and showed the occupants of a red 2017 Kia Sorento to be involved in the above incidents. The Kia was tracked to Walmart, 4200 Dodge Street utilizing the traffic camera system. The occupants of the Kia were identified as Chandler Austin Bourgeous, 21 years old, of Apple River, IL, Royal William Kody Broman, 27 years old, of Asbury, and Annalise Mary Flogel, 16 years old, of Asbury.

A search of the Kia pursuant to a search warrant yielded four 12-gauge flare guns and additional flares.

Bourgeous, Broman, and Flogel (waived to adult court) were charged with Arson 1st Degree a class “B” felony punishable by 25 years in prison, two counts of Arson 2nd Degree a class “C” felony punishable by 10 years in prison, Willful Injury a Class “D” felony punishable by five years in prison, and Assault While Displaying a Dangerous Weapon an aggravated misdemeanor punishable by two years in prison.
