WASHINGTON, D.C. – The Justice Department this week nullified over two dozens guidelines that made life easier for criminals, one of which called on judges to go easy on crooks who fail to pay fines.
Attorney General Jeff Sessions announced on Thursday that, pursuant to Executive Order 13777 and his November memorandum prohibiting certain guidance documents, he is rescinding 25 such documents that were unnecessary, inconsistent with existing law, or otherwise improper.
In making the announcement, the Attorney General said:
“Last month, I ended the longstanding abuse of issuing rules by simply publishing a letter or posting a web page. Congress has provided for a regulatory process in statute, and we are going to follow it. This is good government and prevents confusing the public with improper and wrong advice.”
“Therefore, any guidance that is outdated, used to circumvent the regulatory process, or that improperly goes beyond what is provided for in statutes or regulation should not be given effect. That is why today, we are ending 25 examples of improper or unnecessary guidance documents identified by our Regulatory Reform Task Force led by our Associate Attorney General Rachel Brand. We will continue to look for other examples to rescind, and we will uphold the rule of law.”
In March, President Donald Trump issued Executive Order 13777, which calls for agencies to establish Regulatory Reform Task Forces, chaired by a Regulatory Reform Officer, to identify existing regulations for potential repeal, replacement, or modification. The Department of Justice Task Force, chaired by Associate Attorney General Rachel Brand, began its work in May.
On November 17, the Attorney General issued a memorandum prohibiting DOJ components from using guidance documents to circumvent the rulemaking process and directed Associate Attorney General Brand to work with components to identify guidance documents that should be repealed, replaced, or modified.
The Task Force has already identified 25 guidance documents for repeal and is continuing its review of existing guidance documents to repeal, replace, or modify.
One letter on the list is a “Dear Colleague Letter” from March 2016 that addressed enforcement of fines and fees and “strategies for reform”. This letter gave guidance on “Poverty and the Criminal Justice System: The Effect and Fairness of Fees and Fines.” The letter announced that grants would be awarded to agencies and their collaborative partners to develop strategies for reducing “unnecessary” confinement for individuals (i.e. criminals) who are unable to pay fines and fees.

Doggie, I have more morality, more ethics, and more empathy than you do in your little tail. I believe that we already have enough people in prison. We need to concentrate on reform not on punishment. It is pretty apparent that punishment doesn’t work so well as our jails and prisons are overflowing. By the way, my morality is a reflection of my faith. What is yours reflecting?
Look smarty pants, jails and prisons don’t change behavior because jail and prison is a life of leisure. The only down side is they are slowed up from their illegal behavior. Notice I didn’t say “stopped”. Experience teaches us (except you) that “misery” alters behavior. I get your ethics and compassion would not allow that. I find your approach abusive and enables criminal activity.
And it is exactly “my faith” that leads me to care for my fellow man to use tough love to help them. My approach has proven to work for most and your approach enables and encourages repeat offenders and fills prison beds.
FYI: I have first hand experience having worked inside the penal system. Our penal system is a mess because of bleeding heart liberals like you!

I worked on penal facilities all over the State of Iowa. I interacted with every level of management. From Warden’s down to the maintenance personal, they will all agree with me 100%. Prisons and jails are hamstrung by liberal policies, laws, and rules. Inmates are molly coddled and catered to. They have “rights”. Jails and prisons in America are a joke.
I know you have salvation because you demand it. My salvation I pray for so I can’t say until the day comes to know if I have salvation.

I do too, however, I believe that salvation comes from believing in the teachings of Jesus Christ and that salvation comes from following those teachings. Humility and compassion are at the center of those teachings. That said, I am not going to get into a contest with you over who is more devout. If, as you say, our prisons are lax, then the point I’m making-that prisons need to rehabilitate rather than just detain is justified. Why hold a man for a period of time and not train him to help avoid it in the future? Or help him find a way to live life productively? Be proactive rather than reactive. If that a ‘liberal’ idea then I’m glad you classify me as one.

But if it distresses you so much to see the perps have to pay their fines I have a suggestion; compute your tax savings under the new tax law.
