GARNER, IOWA – A Garner man and former state trooper accused of possessing child porn will spend no more time in jail after his guilty plea and sentencing this week.
The Hancock County Attorney’s Office said that on Tuesday, David Lawrence Hubbard, age 66, pled guilty to sexual exploitation of a minor, which is Iowa’s child pornography law. It is an aggravated misdemeanor. The court sentenced Hubbard to a suspended indeterminate two year prison sentence and placed him on probation for two years. Conditions of probation include: (1) complete sex offender treatment, (2) no contact with minors, (3) no use of the internet, (4) electronic monitoring, and (5) mental health treatment. There is also a ten year sex offender registry requirement.
The county attorney recommended all of the above at sentencing plus 180 days in jail, but the court opted for a fully suspended sentence. Hubbard requested a deferred judgment.
This is truly screwed up. Everybody else ends up going to federal prison for this crap. Guess some people aren’t held accountable. Wait till he does it again and then maybe they will send him away.
This is truly a misjudtice cops think they can do anything. This guy should be held accountable and punished severely send a message to the rest of the law enforcement world. Citizens of communities have no clue what goes on with law enforcement.

Hey, I understand your revulsion, but I’m a psychology student and I’m reading of a case where a convicted child molestor was discovered to have an egg size tumour in his brain. When the tumor was removed his impulses disappeared. Just saying. With the frequency and diversity of these cases, something biological may be going on. Could it be from hormones, antibiotics and pesticides put into our food and meat?

To be fair, upon reviewing other child molester and pornography cases I do see several others who also received suspended sentences and probation who weren’t law enforcement officers. If anything though, because he was law enforcement he should receive extra punishment. I’m quite surprised with the shear numbers and diversity of child porno convicts out there. Like mass shootings, something needs to give on this issue. Biopsychosocial Research is needed on this issue ASAP.

Aside from the persistence of child pornography in this culture, which beckons its own candid research study, a State Trooper treated as he’s “sick” = No Prison Time, but other sex offenders, especially former teachers apparently do prison as an inevitability. I wonder if people would view this as a double standard preferencing one of the government’s own? Hey, I’m not trying to single this convict out to pick on him, I’m just asking for fairness and uniformity under the law for all of Iowa’s people. If we are going to have laws, let’s make sure they are reasonable, relevant, and applied to all evenly.
