MANCHESTER, IA – A man was making threats with a loaded shotgun in a small Iowa town before he was talked into surrendering.
On October 22, 2014 the Manchester Police Department were called to 1513 North Franklin St. Apt 2 for a man that was in the apartment with a loaded shotgun threatening to shoot people. The occupants of the apartment were able to talk the suspect into putting the gun down and leaving the apartment. Police later located the subject in his apartment and took him into custody
Arrested was 21-year-old Jessie Ray Carter of Manchester, Iowa. He was charged with Charged with Going armed with intent, a Class D Felony; Aggravated assault, an aggravated misdemeanor; and Possession of Drug Paraphernalia, a Simple misdemeanor.
SUBJECT IS INNOCENT UNTIL PROVEN GUILTY
